General

Q 1.1 What is eBill and eCheck?
A Electronic billing (eBill) and electronic check payment (eCheck) is being offered to students as a new service beginning Spring 2005. During this time, paper bills will also be sent in addition to the eBill. Beginning Summer 2005, all students will be moved to the electronic billing process and no paper bills will be mailed. All charges to student accounts including tuition, fees, housing, and miscellaneous charges will be on the eBill and can be viewed via the Internet.

Q 1.2 Why is OSU going to eBill as the official billing method?
A There are several reasons:

  • Time and money: eBill is a free service available to students and their authorized users 24/7 via the internet. University administrative costs for printing and postage are reduced - a good combination of improved service and decreased costs.
  • Web culture: The vast majority of students are familiar and comfortable with the web, and it has become more commonplace to perform many daily transactions and communications via e-mail and the Internet.
  • Common goals: Many functions at OSU are paperless, including admissions, financial aid, and student payroll via direct deposit. Electronic billing continues this mission. Peer institutions around the country are now adopting electronic billing as their primary method of billing.

eBill

Q 2.1 What is the difference between eBill and the up-to-date billing information I can see through Student Online Services?
A The monthly eBill is a web-based presentation of your student account monthly statement. It represents a snapshot of your monthly bill at a particular moment in time. In essence, it is no different than the information on a paper bill and it will not change over the month as payments and new charges are posted to your account. If any new transactions occur, these transactions will show up on the next month's eBill. The eCheck payment option is only available through the eBill system.

Student Online Services provides access to your most up-to-date account activity. The credit card payment option is only available through Student Online Services

Q 2.2 Are there exceptions to getting an eBill? Can I get a paper bill instead?
A All current enrolled students will receive an eBill. Former and non-enrolled student will receive paper bills. Exemptions for reasons such as disability concerns can be requested by completing the Electronic Exemption Appeal Form. These forms will be reviewed by a committee to determine if the request qualifies the student to receive paper bills on a temporary or permanent basis.
If you do want a paper copy of your bill, you can print a copy of your statement from your eBill, which gives you access to viewable and printable copies of your eBill for a 12 month period.

Q 2.3 Are eBills accessible to visually impaired students?
A Yes. The electronic bill is ADA compliant and is accessible to students with disabilities.

Q 2.4 Does the University charge for eBill?
A No. OSU offers this service free of charge.

Q 2.5 Is the eBill website secure?
A The technical architecture and security of eBill and eCheck utilizes a combination of intrusion detection and firewall systems to protect the network.

Q 2.6 How will I get an eBill?
A An e-mail notification will be sent to your OSU ONID email when a new bill is available to view. The sender will be Accounts.Receivable@oregonstate.edu, and the subject line will be New Billing Statement Issued. Even if you do not receive an e-mail notification, you must still make payment by the due date (1st of each month) to avoid interest.

Q 2.7 How do I login to eBill?
A As a student, watch your OSU ONID email account for your eBill notification each month. Bills are generally produced the first weekend of the month. These monthly notification emails will originate from Accounts.Receivable@oregonstate.edu.

When you get your eBill notification, you will click on the link to a secure web server and then enter your OSU ID and GAP.

Once you are logged in, you can view your account summary, view the detailed eBill by clicking on Accounts Receivable. You can also print a copy of the statement, sign up authorized users, set up and store your bank account information, and make an eCheck payment. Make sure to logout or close your browser when finished with the eBill system.

The important thing to remember is to check your OSU ONID email account. As with paper bills, failure to receive an eBill does not excuse the student from the financial obligation to make payment

Q 2.8 My parents would like to be notified when I have a bill. Can an eBill be sent to them?
A Yes, you can set-up your parents or any authorized user to also receive eBill notification emails, and access eBill and eCheck services. When authorizing a user you will be instructed to provide a valid e-mail address for your authorized user. The eBill notification sent to your authorized user may bounce back to you if they change or delete their email address. You can manage your authorized user's information through the eBill system. The student may also terminate an authorized user at any time.

Q 2.9 How can I let my parents or someone else view my bill?
A As with paper bills, you as the student can choose where the bill gets sent - only now you have the option to have an email sent to more than just one address. Students can set up any Authorized User, such as parents or spouses, in the eBill system. A unique login and password is generated for each authorized user, and an email is sent to them with the information and link to eBill.

Q 2.10 What if the person I want to see or pay my bill doesn't have a computer?
A Your can print a copy of the eBill and provide it to them in a hard copy format. The detailed statement in the eBill system has the same information as a paper bill.

Q 2.11 Does the e-mail notification have to be sent to my OSU ONID email account?
A Yes, since that is the official means of email communication for the University, however you may have all your ONID email forwarded to another email address. To set that up, visit http://www.onid.orst.edu/.

As a student, you should check your ONID email account regularly. Emailed information is important to maintaining a student's relationship with the University. You are responsible for all information sent to you via your OSU assigned email account. You may forward your ONID email but you are still responsible for all the information. OSU will not be responsible for mail that does not reach the student when a forwarding address is changed or terminated or for reasons such as "Mailbox Full".

Q 2.12 What if I don't know my OSU ONID e-mail address or password?
A Log on to http://www.onid.orst.edu/ and follow the prompts to set up your ONID account and password.

eCheck & Payments

Q 3.1 What is an eCheck?
A eCheck is an electronic withdrawal from a checking account at any US bank or credit union. It is also called an ACH (Automated Clearing House) payment.

To process an eCheck, you must enter your banking information into the eBill system. The banking information needed is the 9-digit routing number (found on the bottom left corner of a check) and the account number. We do recommend you check with your banking institution to verify your checking account number if you are unsure about the exact number. Payments rejected due to inaccurate account numbers are subject to a $25 returned check fee. You will have the option to have the eBill system retain your bank account information for ease of use or to enter it anew each time you make an eCheck payment.

If you have authorized other people to use eBill and eCheck, the authorized users will not be able to view your bank account information, nor will you be able to view theirs. Each authorized user is assigned a separate login and password for added security and privacy.

Q 3.2 When will the eCheck payment post to my student account?
A The eCheck payment is posted to your student account immediately. Because they are posted immediately, eChecks can also trigger release of registration and transcript holds when the payment brings the student account into policy compliance.

Q 3.3 How can my parents or some else pay my bill?
A With the new eBill and eCheck system, you can set up your parent or other authorized users to receive eBills and make payments on your behalf. Once the authorized user is set-up, they will receive an email with the eBill system link. They can make payments anytime by going to myBill.oregonstate.edu or clicking on the link found in the eBill notification emails. Authorized users make payments in the same way that the student makes them - by entering their account information into our secure site. That information can be stored for future use or re-entered with each payment. No one else will be able to view a payee's confidential account information, not even the student. In the interest of security and privacy, each authorized user is assigned a separate login and password to access account and payment history.

eCheck payments are easy and secure. Other payment options include making payments by check or money order in person or through US Mail, and paying by credit card through Student Online Services. To send a check or money order through the mail, please print a copy of the statement detail from the eBill system, make the check payable to Oregon State University, and send to:

Q 3.4 What happens if I bounce an eCheck?
A eChecks, like paper checks, are subject to a $25 returned check fee if your bank returns the eCheck to OSU as unpaid

Q 3.5 Can OSU accept eCheck payments from non-United States bank accounts?
A No. All eCheck payments must be made from a U.S. bank account. We are unable to accept payments from foreign bank accounts.

Q 3.6 Can I use the checks that I get from my credit card company to make an eCheck payment?
A No. The credit card companies typically will not honor checks used electronically. The payment will be retuned as "Account Not Found" and your student account will be charged a returned check fee of $25. You may however use these checks to pay through the mail or in person. Always include the student's ID number on the check.

Q 3.7 What if I don't have a checking account or don't feel comfortable paying a bill online - how can I pay the bill?
A Paying electronically is the preferred method but it is optional. The eCheck online service is safe and secure. Your data is encrypted and is certified by thawte. Paying online is secure, easy, and convenient.

Q 3.8 Can I pay by credit card?
A Yes, Students can use MyBill as a convenience option for making credit card payments, or they can opt out of this option by utilizing one of our other payment methods.

Q 3.9 Will OSU allow me to make a credit card payment over the phone?
A Unfortunately, the Student Accounts Office cannot accept credit cards at the counter, over the phone, or by mail. Student account payments can only be made by credit card through Student Online Services. This payment of tuition via credit cards is intended to be a convenience for OSU students.

Troubleshooting

Q 4.1 I can't remember my login or GAP - what should I do?
A As a student, your login is your OSU ID number. Your ID number is the 9-digit number on your OSU ID card. You may enter your SSN or your ID number in the "OSU ID" field.
Your General Access PIN (or GAP) is a 6-digit number known only to you. All GAPs are initially set as birth dates, in the MMDDYY format. After you have logged in for the first time you will be prompted to change your GAP to a new number. This will guarantee your privacy. You will also enter a Question and Answer for future identification if you forget your GAP.
If you don't remember the GAP you set, enter your OSU ID and click Forgot GAP? If you enter the correct answer to the question you previously established, then you will be allowed to select a new GAP.

Q 4.2 As a parent or authorized user, what do I do if I have forgotten my password?
A If you have forgotten your password, enter your login in the eBill system and click on Password Hint. If that doesn't help, you will need to contact your student. OSU personnel do not have access to passwords. The student will need to first remove you as an authorized user, and then reestablish you by simply entering your email address. This will generate an email to the authorized user with a new login and password

Q 4.3 I am having problems printing the bill - why does it look different on paper?
A The electronic bill may not print properly on printers with postscript drivers. To solve this issue, you may use a different printer that does not have postscript drivers, or install a PCL print driver for your printer. Also, some people experience similar problems when using Netscape. It might be corrected by using Internet Explorer as your browser.
