New ipad, trying to setup gmail account, asked to turn on cookies, they are already on

I have a new 7th gen iPad and I'm trying to setup up a gmail account. I go to settings, passwords and accounts and click add account.

Next I click Google. Then I get a message saying "settings" wants to use google.com to sign in.

When I click Continue I get a dialog box saying cookies are off.

They were off in Safari the fist time I tired to add the account but I turned them on and I sill get the message about cookies being turned off.

iPad has been updated to 13.1.1

Any ideas?

Thanks for your help.
