1-Stop was formed in 2002 to work with the stevedores and port community in Australia and New Zealand to identify productivity gains. In 2005, they created the Vehicle Booking System (VBS) to maximize terminal operations and coordinate the efficient flow of trucks through facilities. The VBS allows terminals, carriers, and empty container parks to coordinate container pick-ups and drop-offs, improve yard planning, reduce queues and congestion, and integrate operations.
Freight Industry Shift to Digital Bookings and Planning
1.
2. Historically, the Australian
freight and logistics industry
mainly worked dayshift only
and on occasions would work
an afternoon shift.

In 2005 the VBS was
created to maximize
terminal operations and co-
ordinate the efficient flow of
trucks through a facility.

booking/management
system (paper-based) was
introduced in 1986
We eliminated paper and phone calls with the
introduction of Pre-Receival Advices (PRA),

Reporting, online payment system (ComPay),
Community Tracking (Comtrac) and much more…

5. The Vehicle Booking System
Main Benefits
The VBS allows for the co-ordination and
efficient management of the equipment and
labour utilisation between ship to terminal and
terminal to road.
Manage
Spend time managing truck arrivals instead of
correcting erroneous data that accompanies
manual data entry. The VBS means that trucks
will be arriving only as they’ve been booked;
no more spontaneous arrivals. Truck queues are
reduced and you can manage the types of containers that are received into the terminal each hour.
Plan
Improve yard planning by knowing how to organise container stacks. Reuse the same stack space when
you efficiently move containers out of the terminal. Make decisions about events before they occur and
adapt your business models to changing environments. The VBS’s flexible rules can be updated on the fly
to accommodate new requirements or changing industry rules and regulations.
Grow
The VBS provides a means for a regulated, controlled and consistent flow of trucks to be serviced
efficiently . Efficient management of equipment means that you can increase capacity without increasing
land size thus reducing labour costs. The VBS also allows you to create commercial relationships with
carriers and is a potential revenue stream.
6. The Vehicle Booking System
Main Features
Configurations
Configure how the VBS will work for you. Set
up timeslots, work day calendars and business
rules and create and maintain customer
details.
Bookings & Manifesting
Manage container drop-offs or pick-ups and
the truck and driver assigned to that booking.
Billing
Create regular billing events and deliver the invoices and remittances to the transport company. The billing
files can also be exported to financial systems.
Message Board
Port Community representatives use
the VBS to send notices whenever any events occur that could impact cargo. Information can relate to any
vessel delays, road congestion or empty park redirections.
7. The Vehicle Booking System
Configurations
• 180+ configurable rules
These parameters determine how the VBS is
used. The settings take effect immediately,
and can be changed at any time to reflect the
changing environment or new regulations.
• Work Calendars
Set up calendars that indicate which days of
the week your terminal will be servicing
trucks. Set these up weeks or even months in
advance.
• Timeslot setup
Terminals can change the timezone set up on
‘day by day’ basis. Each timezone will have a
“facility max" value that will determine the
maximum amount of timeslots that can be
created for each timezone.
8. The Vehicle Booking System
Bookings and Manifesting
• Manage drop-offs and pick-ups
Transport companies can link a valid pick-up or drop-off booking to a specific truck and also allocate a
driver to the truck run before arriving at the terminal.
9. The Vehicle Booking System
Billing
• Configure
Define the billing cycles and maintain fees per
line item. The fee structure can be updated as
needed.
• Notification
The administrator can set up the invoice
distribution, reminder notices and
disconnection service for any defaulting
payments.
10. The Vehicle Booking System
Message Board
The Message Board allows industry
representatives to send out notifications to
the VBS community on behalf of their
organization.
The messages appear to the community via
the following methods:
• Email
• Browser pop-up message
• View on the Message Board in VBS
12. Benefits of the VBS
Benefit Facility (Administrator)
Road Carrier (User)
Empty Container Park (User)
Organise workload
Know how to organise container stacks based on
bookings. Know which trucks are coming to get
which containers. Know how to plan equipment and
staff to support the workload
No longer have to waste trips to terminal when you
know if and when your truck will be serviced.
Manage your terminal trips and truck manifests.
Co-ordinate truck arrivals
The trucks will be arriving as they’ve been booked.
No more spontaneous arrivals. Manage the types of
containers that are received into the terminal each
hour
You can organise their fleet of trucks according to the
bookings made.
Reduce queue times
No spontaneous truck arrivals means that the truck
queues will be reduced.
Only your booked trucks will be allowed in. No one
can jump the queue or add to queue wait times
because they’ve just turned up.
Reduce road congestion When truck arrivals are co-ordinated and queues are
reduced, the congestion around the port precinct
should also reduce
Quicker truck trips, less time in the terminal
Improve yard planning Know how to organise container stacks, and reuse the
same stack space when you efficiently move
containers out of the terminal. When you do this you
can increase capacity without increasing land size.
You can reduce the liability on storage when your
containers are moved efficiently out of the terminal.

Benefit Facility (Administrator)
Road Carrier (User)
Empty Container Park (User)
Create commercial relationships with carriers
The VBS allows for better planning and an efficient
operation and this is done through a booking and a
fee. Running an efficient operation also requires
stakeholders to play by the rules and enforce
penalties for users who don’t abide by the guidelines.
Ability to be serviced efficiently and pass on terminal
charges to their customers
Improve Truck Turn Time
Managing the number of trucks to be serviced per
hour
Better management of your fleet
Leaner operations
A smooth operation brings orderliness in the
business, yard/facility, and roads.
Truck utilisation
Communicate to a captured audience
Be assured that your important updates reaches the
right audience
Be kept up to date with important information
regarding such as delays or early servicing
Competitive advantage
Stay ahead of your competitors who are still manually
keying in data and who aren’t in control of their
terminal operations.
Work with a terminal that has control over their
terminal operations.
Fair play for all
An orderly and transparent booking system promotes
a “fair play” scenario for all and discourages deceptive
behaviour
The same rules are applied and enforced for all.
Reduce repetitive manual data entry and the
risks associated with it
Pre-populated information means less room for error
Pre-populated information means less room for error
Web service interfaces available for empty bulk
movements
Easily accessible information
Manage carrier contact information and their
activities from the one system
Look up vessel and container information from the
one place

Accurate and timely data
Automatic data updates means having reliable
information all the time
Automatic data updates means having reliable
information all the time
Transparency of data
Stop phone calls coming to your operators by
providing more information. For instance, let your
users know what stops are on the containers before
they attempt to arrive to pick it up.
Be informed and make better decisions about the
movement of your drivers, and avoid phone and email
enquiries by having more information available to
you.
Continuous improvement
The VBS is flexible and the rules can be updated on
the fly to accommodate your new requirements or
the changing industry rules and regulations.
Through this shared platform, you’ll be informed of
any changing rules and regulations, and can easily
adapt.
Be proactive instead of reactive
When you can plan ahead, you can make decisions
about events before they occur
When you can plan ahead, you can make decisions
about events before they occur.
Adapt business models to cut costs
Use the VBS to encourage the community to utilise
the less populated shifts so that you can further
maximise efficiency which flows through the supply
chain.
You can change terminal interaction to the shifts
that are least populated to achieve on time
deliveries.
Integration
Integration with your terminal operating system
means a single data entry point, saving you time.
Further integration with other stakeholders means
that you’ll get updated information as it occurs
without having to maintain the relationship yourself.
When the VBS is integrated with stakeholders, users
will have a single point of access for all their
information.
