OBN Reset Password: "Account is not currently Active" (Doc ID 2804103.1)

On : 12.1.2 version, Trading Partner Admin UI

ACTUAL BEHAVIOR
---------------
Oracle Business Network (OBN) password issues

When the supplier trading partner goes to reset their password Oracle tells them ‘your account is not currently active’ however when attempting to reactivate the user account OBN messages with ‘your user account is not active, please login with username’.

EXPECTED BEHAVIOR
-----------------------
Expect upon resetting the password the OBN trading partner supplier should be able to reset password

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Attempt to login to OBN
2. Click "Here if you have forgotten your password"
3. Upon doing so get "User account is not inactive, try logging in with this username"
