TO OUR READERS<br />
<strong>The</strong> Editorial Board welcomes our readers to the 3rd<br />
quarter issue for 2010 <strong>of</strong> <strong>The</strong> <strong>Electrical</strong> <strong>Engineer</strong>.<br />
We wish to extend our appreciation to all the Regional<br />
Governors, Chapter Officers, members and National<br />
<strong>of</strong>ficers for their dedication and commitment in<br />
supporting the activities <strong>of</strong> the <strong>Institute</strong> and for further<br />
formulating such activities that promotes pr<strong>of</strong>essional<br />
growth <strong>of</strong> our fellow electrical practitioners.<br />
<strong>The</strong> third issue features different activities conducted<br />
by the Regions and Chapters for the period. <strong>The</strong>se<br />
activities included the Bicol Regional Conference<br />
hosted by the Camarines Norte Chapter and Western<br />
Visayas Regional Conference hosted by the Capiz<br />
Chapter.<br />
For this quarter, <strong>The</strong> Editorial Board features the<br />
technical papers on Proposed Prepayment Energy-<br />
Metering System for Multi-Tenant Offices and Rented<br />
Building Establishment, National Grid Control System<br />
and on Distributed Generation. <strong>The</strong> Board <strong>of</strong> <strong>Electrical</strong><br />
<strong>Engineer</strong>ing (BEE) further featured articles on<br />
Licensure Examination Requirements and Deputation<br />
Guidelines. <strong>The</strong> IIEE Council <strong>of</strong> Student Chapters<br />
further provided their reports for their activities for<br />
the quarter.<br />
We continue to encourage the members and students<br />
to actively participate in the preparation for research<br />

Third Quarter 2010<br />
PRESIDENT’S REPORT<br />
Engr. Gregorio Y. Guevarra, PEE<br />
<strong>The</strong> <strong>Institute</strong> is now heading towards the 4th Quarter guided<br />
by its 2010 theme, “IIEE Leading in Green Energy Solutions to<br />
Climate Change”. Because <strong>of</strong> the accomplishments <strong>of</strong> its different<br />
committees and working <strong>of</strong>ficers and members, the 3rd quarter<br />
was an eventful time in the <strong>Institute</strong>.<br />
I. <strong>The</strong> IIEE 35th Founding Anniversary<br />
<strong>The</strong> <strong>Institute</strong> celebrated its 35th year <strong>of</strong> service to<br />
the electrical industry last September 15, 2010 at<br />
the IIEE National Office. <strong>The</strong> celebration started<br />
with a mass <strong>of</strong>ficiated by Father Glenn Gomez and<br />
a simple program participated in by the <strong>Institute</strong>'s<br />
National Officers, Council <strong>of</strong> Former Presidents,<br />
Committee Officers and the IIEE Ladies Auxiliary.<br />
Part <strong>of</strong> the Anniversary Program was the community<br />
outreach by the IIEE Ladies Auxiliary with the<br />
Sisters <strong>of</strong> Mother <strong>The</strong>resa in Tayuman.<br />
For the succeeding years, all the regions are<br />
encouraged to conduct a simultaneous anniversary<br />
celebration, through a thanksgiving mass in their<br />
respective chapters. This will show unity among the<br />
different regions <strong>of</strong> the <strong>Institute</strong> in the celebration<br />
<strong>of</strong> its founding anniversary.<br />
II. Regional Conferences<br />
<strong>The</strong> 11th Bicol Regional Conference was successfully<br />
hosted by the Camarines Norte Chapter on July 22-<br />
24, 2010 at Villa Mila Garden Resort and Convention<br />
Center, Daet Camarines Norte. More than one<br />
hundred fifty electrical practitioners and two<br />
hundred sixty nine student members participated<br />
in the event.<br />
<strong>The</strong> IIEE Capiz Chapter hosted the 13th Western<br />
Visayas Regional Conference on August 26-28,<br />
2010 at the Lakehouse, San Antonio Resort, Baybay,<br />
Roxas City. More than one hundred fifty members<br />
coming from the different chapters gathered in the<br />
event.<br />
III. Chapter Activities<br />
I wish to congratulate all the Chapter Officers<br />
and Regional Governors for the different activities<br />
conducted during the third quarter. <strong>The</strong>se activities<br />
are also featured in this issue. <strong>The</strong> <strong>Institute</strong><br />
continues to encourage all the regional governors<br />
and chapter <strong>of</strong>ficers to continue conducting<br />
activities in relation to the <strong>Institute</strong>'s thrust for this<br />
year.<br />
IV. NCR Conference<br />

<strong>The</strong> <strong>Institute</strong>, through the NCR Affairs Bureau, held<br />
its 2010 1st NCR General Membership Meeting<br />
and Technical Seminars last July 20, 2010 at the<br />
Meralco Mini <strong>The</strong>ater, Lopez Building, Ortigas Ave.,<br />
Pasig City. <strong>The</strong> event gathered almost one hundred<br />
electrical practitioners coming from the different<br />
private companies and government institutions in<br />
the NCR such as the National Grid Corporation <strong>of</strong> the<br />
Philippines, City and Municipal <strong>Electrical</strong> <strong>Engineer</strong>s
and Electricians, MERALCO Association <strong>of</strong> Cadet<br />
<strong>Engineer</strong>s, Society <strong>of</strong> Philippine Electrotechnical<br />
Constructors and Suppliers, Inc. , National<br />
Power Corporation, Philippine Electricity Market<br />
Corporation and others.<br />
V. Board <strong>of</strong> <strong>Electrical</strong> <strong>Engineer</strong>ing<br />
<strong>The</strong> Board <strong>of</strong> <strong>Electrical</strong> <strong>Engineer</strong>ing Pr<strong>of</strong>essional<br />
Regulation Commission in coordination with the<br />
<strong>Institute</strong> conducted the Oathtaking Ceremonies <strong>of</strong><br />
Successful Examinees <strong>of</strong> the May 2010 <strong>Electrical</strong><br />
<strong>Engineer</strong> Licensure Examination on July 10, 2010<br />
at the SMX Convention Center, SM Mall <strong>of</strong> Asia,<br />
Pasay City.<br />
<strong>The</strong> 2nd Licensure Examination for <strong>Electrical</strong><br />
<strong>Engineer</strong>s was held last September 11-12, 2010.<br />
Five examinees for Pr<strong>of</strong>essional <strong>Electrical</strong> <strong>Engineer</strong>,<br />
913 for Registered <strong>Electrical</strong> <strong>Engineer</strong> and 529<br />
for Registered Master Electrician passed the<br />
examination.<br />
VI. Student Affairs<br />
<strong>The</strong> Council <strong>of</strong> Student Chapters (CSC) and<br />
Regional Council <strong>of</strong> Student Chapters (RCSC),<br />
simultaneously conducted the 6th Regional Student<br />
Conference (RSCON), 24th Regional Quiz Show<br />
and 10th Regional Math Wizard last September 24-<br />
26, 2010.<br />
VII. IIEE Advocacy Group<br />
<strong>The</strong> <strong>Institute</strong> <strong>of</strong> <strong>Integrated</strong> <strong>Electrical</strong> <strong>Engineer</strong>s<br />
<strong>of</strong> the Philippines, Inc, (IIEE), through the IIEE<br />
Advocacy Group held an Electric Power Industry<br />
Stakeholders' Forum last September 3, 2010 at<br />
Dusit Thani Hotel, Makati City.<br />
VIII. Forum on the Amendments to RA 7920<br />
<strong>The</strong> Council <strong>of</strong> Former Presidents (CFP) hosted<br />
a Forum on the Amendments to RA7920 and its<br />
Implementing Rules and Regulations (IRR) which<br />
was held last 31st <strong>of</strong> July 2010 at the IIEE National<br />
<strong>of</strong>fice.<br />
IIEE Incumbent <strong>of</strong>ficers, CFP members, Board <strong>of</strong><br />
<strong>Electrical</strong> <strong>Engineer</strong>ing (BEE), Legal and Legislative<br />
Affairs Committee (LELAC), IIEE Legal Counsel and<br />
the Academe attended the Forum.<br />

IX. External Linkages<br />
<strong>The</strong> <strong>Institute</strong>, represented by the National<br />
President, attended the following meetings and<br />
activities:<br />
• With the Philippine Green Building Initiative at<br />
UAP on July 17<br />
• Signing <strong>of</strong> simplified MOA with PSME<br />
• Attended the China Machinery Exhibit<br />
• PGBI Workshop on September 24 at the UAP<br />
Headquarters.<br />
• Induction <strong>of</strong> chapter <strong>of</strong>ficers <strong>of</strong> Bataan Chapter<br />
on September 18<br />
VIII. Proxy Votes<br />
<strong>The</strong> <strong>Institute</strong> continuous to appeal to the general<br />
membership to support the ratification <strong>of</strong> the<br />
<strong>Institute</strong>'s Amended By-Laws. <strong>The</strong> members may<br />
authorize any <strong>of</strong> the National Officers, respective<br />
regional governor or chapter president to vote in<br />
their behalf by filling out the attached proxy form.<br />
As <strong>of</strong> September 2010, the <strong>Institute</strong> had received<br />
2000 proxy votes.<br />
IX. Membership Benefits<br />
A. Technical Seminars<br />
<strong>The</strong> Pr<strong>of</strong>essional Training and Development<br />
Committee chaired by Engr. Eusebio Gonzales<br />
conducted three seminars for the quarter: (1)<br />
<strong>Electrical</strong> Grounding (2) Substation Design and (3)<br />
SCADA.<br />
B. Membership Renewal<br />
In every regional conference, the <strong>Institute</strong> brings<br />
the membership staff to assist the members in<br />
their membership renewal in IIEE and PRC and to<br />
attend to other membership concerns. With this,<br />
the members will no longer need to visit the IIEE<br />
National Office in Quezon City to renew their IIEE<br />
Membership.<br />

Engr. Francis R. Calanio, Northen Luzon Regional Governor<br />
<strong>The</strong> IIEE La Union Chapter hosted technical seminars on<br />
September 24, 2010 at DMMMSU-Mid La Union Campus,<br />
San Fernando City, La Union.<br />
Four (4) technical seminars were discussed: (1) <strong>Electrical</strong><br />
Safety by Engr. Frumencio “Ming” Tan, Chairman <strong>of</strong> the<br />
IIEE BFP Committee; (2) High Rise Building Design by<br />
Engr. Hipolito A. Leoncio, 2008 IIEE National President;<br />
and (3) TVSS by Engr. Joven Pataueg, IIEE La Union<br />
Chapter Immediate Former President; and (4) Technical<br />
Session by Engr. Jose R. Arellano, IIEE La Union Chapter<br />
Board <strong>of</strong> Director. <strong>The</strong> Panasonic, through Ms. Ellen<br />
Mondelo also conducted a product presentation.<br />

SOUTHERN CAVITE HOSTS<br />
THE 1st IIEE REGION IV ENGINEERING SUMMIT<br />
Engr. Florencio D. Berenguel, Southern Tagalog Governor<br />
<strong>The</strong> 1st IIEE Southern Tagalog <strong>Engineer</strong>ing Summit<br />
with the theme: “Harnessing <strong>Engineer</strong>ing Pr<strong>of</strong>essions<br />
Toward Green Environment” was successfully hosted by<br />
Southern Cavite Chapter held at Development Academy<br />
<strong>of</strong> the Philippines, Tagaytay City on July 30-31, 2010.<br />
Prior to the event, IIEE-SCC paid a courtesy visit to some<br />
engineering schools within Cavite last July 8, 2010. <strong>The</strong><br />
schools visited were Lyceum <strong>of</strong> the Philippines University,<br />
Cavite State University, and Polytechnic University <strong>of</strong> the<br />
Philippines.<br />
<strong>The</strong> summit aims to address pr<strong>of</strong>essional development<br />
among its delegates through the different technical<br />
seminars. Topics discussed were (1) Technopreneurship<br />
101; (2) Leadership in Energy & Environmental Design<br />
Primer (LEED); (3) Hazardous Waste Management;<br />
(4) Electric Motor Management; (5) Fire Code <strong>of</strong> the<br />
Philippines. (FALAR); (6) Meralco Service Entrance<br />
Requirements; (7) Energy Auditing; (8) Open Access<br />
Forum; (9) Nuclear Energy; (10) Fundamentals <strong>of</strong><br />
Optimal Safety Performance; (11) Successful <strong>Engineer</strong>ing<br />
Management; (12) Renewable Energy; and (13) Direct<br />
Drive Motor on Upgrading Conventional Cooling Drive<br />
System<br />
Part <strong>of</strong> the <strong>Engineer</strong>ing Summit was the Poster Making<br />
Contest. <strong>The</strong> contest was open to all engineering students<br />
from the different schools in the region.<br />

As part <strong>of</strong> the evaluation process, each participating<br />
team was given a chance to explain their respective art<br />
work. Judges were PSME Cavite Chapter President Engr.<br />
Almario Senoro, Artist Mrs. Koni Pascual , Gov. Bong<br />
Berenguel and SCC Chapter President Lito Guleng. <strong>The</strong><br />
winners <strong>of</strong> the Poster Making Contest were as follows:<br />
Champion – Lyceum <strong>of</strong> the Philippines University Team<br />
1; 1st Runner up – Lyceum <strong>of</strong> the Philippines University<br />
Team 2 and 2nd Runner up – Technological University <strong>of</strong><br />
the Philippines Cavite.<br />
<strong>The</strong> summit was designed to further develop the<br />
camaraderie among the different engineering disciplines<br />
in the region through a bowling tournament. <strong>The</strong> winners<br />
<strong>of</strong> the Bowling Tournament were as follows:<br />
Champion- Team composed <strong>of</strong> Edmundo Frias, Ariel<br />
Guevarra, Lindsey Salilig and Analyn Berenguel; First<br />
Runner - Team <strong>of</strong> Robin Batacandolo, June Santos,<br />
Jhongie Juance and Trixie;<br />
Second runner up- Team <strong>of</strong> Lito Guleng, Raymar Bawang,<br />
Almario Senoro, and Mrs. Salilig.<br />
Special awards were given to Ms. Lindsey Salilig and Ms.<br />
Analyn Berenguel for the Most Number <strong>of</strong> Consecutive<br />
Strikes. Lito Guleng took the High Game award and the<br />
High Series award went to Bong Berenguel.<br />

FREE COMPUTER SEMINARS<br />
FOR ITS IIEE OFFICERS AND MEMBERS<br />
Engr. Domiciano S. Dela Rosa, Jr. , Sorsogon Chapter President<br />
With its commitment to enhance the technical skills<br />
and talents <strong>of</strong> its members, the IIEE Sorsogon Chapter<br />
successfully conducted a four-day “free computer<br />
seminar” last September 04-05 and 11-12, 2009 at<br />
Sorsogon Electric Company 2 (SORECO 2) Mess Hall in<br />
Brgy. Buhatan, Sorsogon City.<br />
<strong>The</strong> seminar was composed <strong>of</strong> four modules: 1. (MODULE<br />
1) Familiarization and Basic Computer; 2. (MODULE 2)<br />
Computer Hardware Set-up; 3. (MODULE 3) Computer<br />
S<strong>of</strong>twares (Bios, OS and Applications) Set-up, and;<br />
4. (MODULE 4) Basic Computer Troubleshooting &<br />
Preventive Maintenance.<br />
This activity was made possible by the IIEE Sorsogon<br />
Chapter Officers, headed by Engr. Dominic S. Dela<br />
Rosa (Chapter President) & Engr. Rannie L. Forcadela<br />
(Chapter VP-Internal Affairs), who also served as the<br />

<strong>The</strong> IIEE Antique Chapter conducted a blood letting<br />
activity last July 31, 2010 held at PNRC Building San<br />
Jose Antique. With the theme “ SAGIP BUHAY PROJECT “,<br />
the said activity was done with the help <strong>of</strong> our Governor<br />
Exequiel Javier , Mayor Rony Molina and SB Joruel<br />
Galindo. who donated funds we use to buy food and<br />
vitamins for the brave blood donors as our way <strong>of</strong> saying<br />
thank you.<br />
<strong>The</strong> Officers and Board <strong>of</strong> Directors <strong>of</strong> the IIEE Antique<br />
Chapter, headed by their President Engr. Niel P. De<br />
Guzman, unanimously agreed and participated in the<br />
said activity as they have collected 6,000 cc <strong>of</strong> donated<br />
blood. <strong>The</strong> PNRC Antique thru their Administrator Ester<br />
L. Buenaventura gave the IIEE Antique Chapter a<br />
Certificate <strong>of</strong> Appreciation as to show their gratitude for<br />

IN BLOOD LETTING PROGRAM OF THE PNRC<br />

<strong>The</strong> IIEE Antique Chapter during the blood letting program in<br />
PNRC Building San Jose Antique<br />
<strong>The</strong> electrical engineering students <strong>of</strong> UA is taking part in the<br />
actual rewiring <strong>of</strong> the motor control after it was dismantled<br />
previously by Engr. Cancan<br />
<strong>The</strong> IIEE Antique Chapter conducted an actual motor<br />
rewinding and lecture on basic motor operation and<br />
control, participated by the <strong>Electrical</strong> <strong>Engineer</strong>ing<br />
students <strong>of</strong> University <strong>of</strong> Antique, headed by their<br />
Adviser Engr. Esmenos.<strong>The</strong> technical training was held<br />
in Atabay San Jose Antique on September 27, 2010 and<br />
conducted by our own Gabriel H. Cancan III as it was<br />
witnessed by their president Engr. Niel P. De Guzman.<br />
<strong>The</strong> training was a success and although time was too<br />
short they were able to convey the understanding <strong>of</strong><br />
interpreting schematic diagrams in motor control. This<br />
will be the start <strong>of</strong> a series <strong>of</strong> lectures and trainings that<br />
the IIEE Antique Chapter planned to give to the <strong>Electrical</strong><br />
<strong>Engineer</strong>ing students <strong>of</strong> University <strong>of</strong> Antique.<br />

PERFORMS CIVIC ACTION<br />
IN GK-ORLANDO VILLAGE<br />
<strong>The</strong> IIEE–SOCSARGEN Chapter, in cooperation with the<br />
South Cotabato Electric Cooperative II (SOCOTECO<br />
II) and in coordination with Couples for CHRIST (CFC<br />
Global), performed a civic consciousness activity by<br />
undertaking a basic house electrification project for<br />
the indigent community in the GK–Orlando Village in<br />
Barangay Katangawan, Gen. Santos City, whereby ten<br />
(10) were the beneficiary households in the community.<br />
Some <strong>of</strong> the houses in the GK-Orlando Village that have been<br />
installed with the basic household electrical system, courtesy <strong>of</strong> IIEE-<br />
SOCSARGEN and SOCOTECO II.<br />

IIEE CAMARINES NORTE CHAPTER HOSTS 11TH IIEE<br />
BICOL REGIONAL CONVENTION<br />
More than one hundred forty members and two hundred<br />
sixty nine student members coming from the different<br />
chapters <strong>of</strong> the region participated in the 11th IIEE Bicol<br />
Regional Conference held on July 22-24, 2010 at the<br />
Villa Mila Garden Resort and Conference Center, Daet<br />
Camarines Norte hosted by the Camarines Norte Chapter.<br />
Different activities were conducted before the formal<br />
opening <strong>of</strong> the conference. Among <strong>of</strong> these events were<br />
motorcade, skills olympics, tree planting and Palarong<br />
Panlahi.<br />
In behalf <strong>of</strong> Hon. Mayor Tito S. Siron, Mayor <strong>of</strong> Daet,<br />
Camarines Norte, SANTIAGO M. MELLA JR, his Municipal<br />
Administrator, served as the Guest and Keynote Speaker<br />
during the formal opening <strong>of</strong> the convention. He extended<br />
his congratulations to the chapter for hosting such a<br />
valuable event that promotes pr<strong>of</strong>essional development<br />
among members.<br />
Several topics were discussed during the technical<br />
sessions; (1) CPE Implementing Rules, (2) Substation<br />
Design; (3) Short Circuit Calculation; (4) Fundamentals<br />
<strong>of</strong> Energy Efficient Lighting System Design; (5)<br />
Hazardous and Toxic Waste Management; (6) Effects <strong>of</strong><br />
Poor Power Quality on the Operation and Performance<br />
<strong>of</strong> Electric Motor; (7) Biogas Diversity Sytem; and (8)<br />
Renewable Energy for Electricity Generation.<br />

<strong>The</strong> IIEE Capiz Chapter successfully conducted the<br />
13th Western Visayas Regional Conference, with<br />
the <strong>Institute</strong>'s 2010 theme, “IIEE Leading in Green<br />
Energy Solutions to Climate Change” on August<br />
26-28, 2010 at the Lakehouse, San Antonio Resort,<br />
Baybay, Roxas City.<br />
More than one hundred fifty members coming<br />
from the different chapters gathered to widen<br />
their technical skills and further strengthen the<br />
camaraderie among the chapters <strong>of</strong> the region.<br />
<strong>The</strong> first day <strong>of</strong> the event witnessed the motorcade<br />
from San Antonio Resort to Downtown Roxas City<br />
main road. Also, the bowling and firing tournament<br />
were held with an aim <strong>of</strong> developing the camaraderie<br />
among the members in the region.<br />
Hon. Ronnie T. Dadivas, Vice Mayor <strong>of</strong> Roxas City<br />
commended the Capiz Chapter for its dedication<br />
in holding an event that promotes pr<strong>of</strong>essional<br />
development among the electrical practitioners<br />
in the region. He also welcomed all the visitors<br />
coming from the other chapters and regions to the<br />
Seafood Capital <strong>of</strong> the Philippines.<br />
With its objective <strong>of</strong> providing quality services to<br />
fellow practitioners, the Capiz Chapter came up<br />
with the line-up <strong>of</strong> technical sessions and product<br />
presentations. Topics discussed during the technical<br />

meeting that discussed the concerns <strong>of</strong> chapter<br />

an avenue for hearing the suggestions <strong>of</strong> the<br />
Chapter Presidents on how to improve the internal<br />
operations <strong>of</strong> the <strong>Institute</strong>.<br />

take Oath <strong>of</strong> Pr<strong>of</strong>ession<br />
Three examinees for (3) Pr<strong>of</strong>essional <strong>Electrical</strong> <strong>Engineer</strong>,<br />
457 out <strong>of</strong> 1,611 for Registered <strong>Electrical</strong> <strong>Engineer</strong> and<br />
539 out <strong>of</strong> 1,408 for Registered Master Electrician who<br />
passed the <strong>Electrical</strong> <strong>Engineer</strong> Licensure Examinations<br />
took their Oath <strong>of</strong> Pr<strong>of</strong>ession before the Board on July<br />
10, 2010 at the SMX Convention Center, SM Mall <strong>of</strong> Asia,<br />
Pasay City.<br />
<strong>The</strong> Oathtaking ceremony were conducted by the<br />
Board <strong>of</strong> <strong>Electrical</strong> <strong>Engineer</strong>ing Pr<strong>of</strong>essional Regulation<br />
Commission, chaired by Hon. Fortunato C. Leynes, and<br />
with members Hon. Jaime V. Mendoza and Hon. Francis<br />
V. Mapile. <strong>The</strong> event was made in coordination with<br />
the <strong>Institute</strong> <strong>of</strong> <strong>Integrated</strong> <strong>Electrical</strong> <strong>Engineer</strong>s <strong>of</strong> the<br />
Philippines, Inc. (IIEE).<br />
<strong>The</strong> May 2010 licensure examinations was given by<br />
the members <strong>of</strong> the Board <strong>of</strong> <strong>Electrical</strong> <strong>Engineer</strong>ing in<br />
Manila, Baguio, Cagayan De Oro, Cebu, Davao, Iloilo and<br />
Legazpi. Three (3) days after the last day <strong>of</strong> examination,<br />
the result was released.<br />

COUNCIL OF FORMER PRESIDENTS HOLDS FORUM<br />
THE AMENDMENTS TO RA 7920<br />
<strong>The</strong> Council <strong>of</strong> Former Presidents (CFP) hosted a Forum<br />
on the Amendments to RA7920 and its Implementing<br />
Rules and Regulations (IRR) which was held last 31st <strong>of</strong><br />
July 2010 at the IIEE National <strong>of</strong>fice.<br />
IIEE Incumbent <strong>of</strong>ficers, CFP members, Board <strong>of</strong><br />
<strong>Electrical</strong> <strong>Engineer</strong>ing (BEE), Legal and Legislative<br />
Affairs Committee (LELAC), IIEE Legal Counsel and the<br />
Academe attended the Forum.<br />
<strong>The</strong> CFP, under the Chairmanship <strong>of</strong> Engr. Antonio S.<br />
Herrera, Jr. initiated the forum to solicit and discuss ideas,<br />
comments, suggestions and opinions <strong>of</strong> the concerned<br />
participants on the possible amendments to make it<br />
more responsive to the present needs <strong>of</strong> the electrical<br />
practitioners; as well as the industry and society, as a<br />
whole.<br />
Engr. Emil G. Marabulas, Chairman <strong>of</strong> the IIEE Legal<br />
and Legislative Affairs Committee (LELAC) was tasked<br />
No. 2010-547 series <strong>of</strong> 2010 were the Mindanao State<br />
University-Iligan <strong>Institute</strong> <strong>of</strong> Technology with 21 out <strong>of</strong><br />
21 total number <strong>of</strong> examinees (100% passed) and the<br />
University <strong>of</strong> the Philippines – Los Baños with 20 out 20<br />
total number <strong>of</strong> examinees (100% passed)<br />
by the IIEE – Board <strong>of</strong> Governors to collate proposed<br />
amendments to the RA7920 and its IRR from various<br />
chapters <strong>of</strong> IIEE. During the Forum, he presented<br />
the raw data collected by his Committee. Different<br />
opinions, suggestions and reactions were heard from the<br />
participants.<br />
<strong>The</strong> Board <strong>of</strong> <strong>Electrical</strong> <strong>Engineer</strong>ing (BEE) Chairman,<br />
Fortunato C. Leynes suggested to Engr. Marabulas to<br />
present the proposed amendments gathered by the<br />
LELAC in matrix form to the PRC thru the BEE. <strong>The</strong><br />
Chairman also said that he will communicate with Atty.<br />
Carlos Almelor, Secretary for the Pr<strong>of</strong>essional Regulatory<br />
Board (PRB) to seek advice pertaining to the RA7920<br />
amendments. Further, Chairman Leynes suggested that<br />
the proposed amendments to RA7920 and its IRR be<br />
published in the <strong>Electrical</strong> <strong>Engineer</strong> Magazine so that<br />
IIEE members will be duly informed and their possible<br />
reactions may also be obtained.<br />

NCR Affairs Bureau holds<br />
2010 1st NCR General Membership Meeting<br />
and Technical Seminars<br />
<strong>The</strong> <strong>Institute</strong> <strong>of</strong> <strong>Integrated</strong> <strong>Electrical</strong> <strong>Engineer</strong>s <strong>of</strong> the<br />
Philippines, Inc. (IIEE), held its 2010 1st NCR General<br />
Membership Meeting and Technical Seminars last July<br />
20, 2010 at the Meralco Mini <strong>The</strong>ater, Lopez Building,<br />
Ortigas Ave., Pasig City, with the 2010 theme, “IIEE<br />
Leading in Green Energy Solutions to Climate Change”.<br />
This one-day gathering was aimed at supporting the<br />
pr<strong>of</strong>essional growth <strong>of</strong> the electrical practitioners coming<br />
from the National Capital Region, to campaign the<br />
ratification <strong>of</strong> the <strong>Institute</strong>'s proposed amended by-laws<br />
through proxy voting and to establish the NCR as a super<br />
region <strong>of</strong> strong and active members by encouraging the<br />
participation <strong>of</strong> IIEE members in the National Capital<br />
Region.<br />
<strong>The</strong> event gathered almost one hundred electrical<br />
practitioners coming from the different private<br />
companies and government institutions in the NCR<br />
such as the National Grid Corporation <strong>of</strong> the Philippines,<br />
City and Municipal <strong>Electrical</strong> <strong>Engineer</strong>s and Electricians,<br />
MERALCO Association <strong>of</strong> Cadette <strong>Engineer</strong>s, Society <strong>of</strong><br />
Philippine Electrotechnical Constructors and Suppliers,<br />
Inc. , National Power Corporation, Philippine Eletricity<br />
Market Corporation and more.<br />
Engr. Armando R. Diaz. Vice President for<br />
Internal Affairs welcomed all the delegates<br />
in his message. He first provided updates<br />
regarding the membership database, IIEE<br />
Foundation, CFL Testing Laboratory and other<br />
internal related activities <strong>of</strong> the <strong>Institute</strong>.<br />
Two technical seminars were conducted to<br />
further develop and upgrade the technical skills<br />
and knowledge <strong>of</strong> the members. In response<br />
to the number 10 agenda <strong>of</strong> the National<br />
President, Engr. Gregorio Y. Guevarra, that is,<br />
to encourage Registered <strong>Electrical</strong> <strong>Engineer</strong>s<br />
to become a Pr<strong>of</strong>essional <strong>Electrical</strong> <strong>Engineer</strong>s,<br />
Hon. Fortunato C. Leynes, Board <strong>of</strong> <strong>Electrical</strong><br />
<strong>Engineer</strong>ing Chairman, discussed the topic<br />
“How to Become A Pr<strong>of</strong>essional <strong>Electrical</strong><br />
<strong>Engineer</strong>”. Parallel to the <strong>Institute</strong>'s advocacy<br />
on promoting green energy solutions to climate<br />
change, Engr. Virgilio S. Luzares presented the<br />
topic “Solar House”.<br />

structure <strong>of</strong> the bureau and campaign for the ratification<br />
<strong>of</strong> the <strong>Institute</strong>'s proposed amendments to its by-laws<br />
through proxy voting.<br />
In his closing remarks, Engr. Gatchalian encouraged the<br />
participants to continue supporting the activities <strong>of</strong> the<br />
<strong>Institute</strong>. He further acknowledged all the sponsors,<br />
guests, visitors and delegates who made the event a<br />

An Assessment <strong>of</strong> Retail Competition & Open Access Readiness <strong>of</strong><br />
Electric Power Industry Stakeholders<br />
<strong>The</strong> <strong>Institute</strong> <strong>of</strong> <strong>Integrated</strong> <strong>Electrical</strong> <strong>Engineer</strong>s <strong>of</strong> the<br />
Philippines, Inc, (IIEE), through the IIEE Advocacy Group<br />
held an Electric Power Industry Stakeholders' Forum last<br />
September 3, 2010 at Dusit Thani Hotel, Makati City.<br />
<strong>The</strong> event had the following objectives; (1) To draw out<br />
from the participating stakeholder their pending concerns<br />
and assess their readiness for retail competition and open<br />
access; and (2) To provide guidance to the implementing<br />
government agencies in formulating appropriate/<br />
remaining rules to ensure a successful implementation<br />
<strong>of</strong> retail competition and open access.<br />

CONDUCTS 6th REGIONAL STUDENT CONFERENCE<br />
<strong>The</strong> <strong>Institute</strong> <strong>of</strong> <strong>Integrated</strong> <strong>Electrical</strong> <strong>Engineer</strong>s <strong>of</strong> the<br />
Philippines, Inc. Council <strong>of</strong> Student Chapters (IIEE –<br />
CSC), held its annual Regional Students Conference<br />
with participants from all the nine (9) regions <strong>of</strong> the<br />
IIEE. <strong>The</strong> 6th Regional Student Conference had the<br />
theme “IIEE Leading in green solutions to climate<br />
change”, with calls for both practicing and future<br />
<strong>Electrical</strong> <strong>Engineer</strong>s to innovate and find solutions<br />
to the biggest problem the society is facing. Global<br />
warming is a reminder to all <strong>of</strong> us, in the industry and<br />
in the academe to limit if not totally eradicate carbon<br />
emissions from energy generation and utilization. We<br />
all know that in our field we make use the resources<br />
<strong>of</strong> Mother Nature for our power production. With our<br />
young minds, we can make changes, not only for us<br />
but for the next generation.<br />
<strong>The</strong> 6th Regional Student Conference was held<br />
simultaneously from September 23 to 25, 2010 in all<br />
parts <strong>of</strong> the Philippines. For this year’s conference<br />
we had nine (9) host schools who catered to all the<br />
delegates <strong>of</strong> the conference, namely: University<br />
<strong>of</strong> Saint Louis (Region 1); Bataan Heroes Memorial<br />
College (Region 2); Technological <strong>Institute</strong> <strong>of</strong> the<br />
Philippines – Manila (for the first day) & Meralco Mini<br />
<strong>The</strong>ater (for the second day)(Region 3); Colegio De<br />
San Juan De Letran – Calamba (Region 4); Camarines<br />
Norte State College (Region 5); Central Philippine<br />
University (Region 6); Cebu <strong>Institute</strong> <strong>of</strong> Technology<br />
University (Region 7); Central Mindanao University<br />
(Region 8); and Ateneo De Davao University (for<br />
Region 9). <strong>The</strong> conference started simultaneously last<br />
September 23 with the opening <strong>of</strong> conference and<br />
the 6th Regional Student Congress, at the nine (9)<br />
regions. During the student’s congress, a new set <strong>of</strong><br />
<strong>of</strong>ficers <strong>of</strong> the Regional Council <strong>of</strong> Student Chapters<br />
(RCSC) were elected. <strong>The</strong> newly elected RCSC will<br />
serve their regions for the academic year 2010 –<br />
2011. During this same day we also invited resource<br />
speakers for our technical seminars, to help students<br />
understand what the electrical engineering has to<br />
<strong>of</strong>fer. <strong>The</strong> seminars were conducted for us to gain<br />
practical knowledge that the university may not <strong>of</strong>fer.<br />
September 24, 2010 was the most awaited day for<br />
all the delegates. <strong>The</strong> 10th Regional EE Math Wizard<br />
and the 24th Regional Quiz Show was participated<br />
by 43 schools from the entire Philippines. First held<br />
was the 10th Regional EE Math Wizard. This serves as<br />

welcome to showcase their hidden talents, to promote
networking <strong>of</strong> friends, and to mingle with other school<br />
from the regions. Every region had its own way to<br />
celebrate the night. For some it is a feast <strong>of</strong> music and<br />
fun and for others a show case <strong>of</strong> their culture. In<br />
this event we can witness the rapport <strong>of</strong> the electrical<br />
engineering practioners and electrical engineering<br />
studentry.<br />
Lastly, September 25 was the day for the awarding<br />
ceremony and the EElympics wherein schools from<br />
the different regions gathered for the different<br />
sports events and team building activities. This<br />
event embodies the IIEE – CSC mission, to promote<br />
camaraderie and sportsmanship. During the awarding<br />
ceremony, winners <strong>of</strong> the RMW and RQS are awarded<br />
<strong>of</strong> trophies and medals. We congratulate all the<br />
winners and hope to see you all at the National Math<br />
Wizard and National Quiz Show.<br />

IIEE CELEBRATES 35th FOUNDING ANNIVERSARY<br />
<strong>The</strong> <strong>Institute</strong> celebrated its 35th Founding Anniversary<br />
last September 15, 2010 at the IIEE National Office.<br />
It was graced by the presence <strong>of</strong> IIEE National Officers,<br />
Regional Governors, Commiittee Chairmen and Members<br />
and Former Presidents, together with the Ladies Auxiliary.<br />
<strong>The</strong> celebration started with a thanksgiving mass<br />
celebrated by Father Glenn Gomez and a simple program<br />
participated in by the <strong>Institute</strong>’s Council <strong>of</strong> Former<br />
Presidents, Committee Officers and the IIEE Ladies<br />
Auxiliary.<br />

<strong>The</strong> people <strong>of</strong> Tawi-Tawi can expect better electricity<br />
service in the coming days. <strong>The</strong> National Electrification<br />
Administration (NEA) has deployed a management<br />
team to provide assistance to the Tawi-Tawi Electric<br />
Cooperative, Inc. (TAWELCO), a debt-ridden and<br />
problem-plagued electric distribution utility in Southern<br />
Philippines. Since its assumption in April 2009, the<br />
Management Team has instituted various programs to<br />
address the existing problems such as high systems<br />
loss, rampant electricity pilferages and human resource/<br />
institutional instability.<br />
One <strong>of</strong> the strategic initiatives adopted was the Meter<br />
Installation Standardization Program (MISP). <strong>The</strong> MISP<br />
was intended to lessen, if not eliminate the relentless<br />
connivance between meter readers and consumers to<br />
underread the meters thus, resulting to high system<br />
losses. In order to implement the Program, NEA extended<br />
a concessional loan amounting to P11.6 M at an interest<br />
rate <strong>of</strong> 4% to replace 5,645 old and defective kilo watt<br />
hour meters to more efficient and accurate digital/<br />
electronic ones. Significant reduction on system loss <strong>of</strong><br />
about 13.71% has been attained since the Program was<br />
implemented in April 2009.<br />

<strong>The</strong> reduction meant savings <strong>of</strong> around P1.698 M. Aside<br />
from this initiative, TAWELCO has been continuously<br />
conducting anti-pilferage campaign wherein some 500<br />
consumers were apprehended and penalized to date. <strong>The</strong><br />
Team also addressed the problem on erring personnel<br />
through strict implementation <strong>of</strong> its Employees Code<br />
<strong>of</strong> Ethics. Suspensions and terminations were already<br />
effected.<br />
“NEA will always be behind these ECs which need<br />
assistance. It is our mission to provide a more reliable<br />
and efficient electricity service in order to create a better<br />
and more comfortable live for the people in the rural<br />
areas, like Tawi-Tawi.<br />
Thus, we hope that the reforms that have been introduced<br />
and being implemented by our NEA Management Team,<br />
headed by Engr. Hector Tabilisima will be sustained by<br />
TAWELCO in the future,” said NEA Administrator Edita<br />
S. Bueno.<br />

in 2009 through on-grid and <strong>of</strong>f-grid electrification<br />

TWG to facilitate PSALM’s Optimized Operations<br />

<strong>The</strong> Power Sector Assets and Liabilities Management<br />
Corporation (PSALM) will have a new President,<br />
Emmanuel R. Ledesma Jr., as he takes his oath <strong>of</strong> <strong>of</strong>fice<br />
on September 07, 2010 in Malacanang Palace. <strong>The</strong><br />
PSALM presidency is currently held in acting capacity by<br />
Atty. Luz Caminero.<br />
Ledesma has garnered more than 20 years in the<br />
banking industry, the most recent <strong>of</strong> which is as the<br />
Managing Director and Country Head <strong>of</strong> the Royal<br />
Bank <strong>of</strong> Canada. He finished his undergraduate degree<br />
from the University <strong>of</strong> the Philippines-Diliman with a<br />
degree in Economics and took his Master <strong>of</strong> Business<br />
Administration (MBA) at the J. J. Kellogg Graduate<br />
School <strong>of</strong> Management at the Northwestern University<br />
in Illinois. This is his first posting in government service.<br />
With his appointment, Energy Secretary, Jose Rene<br />
Almendras has facilitated the formation <strong>of</strong> a technical<br />
working group (TWG) in reviewing and enhancing<br />
existing policies and frameworks in the Department<br />
<strong>of</strong> Energy (DOE) including attached agencies thereat<br />
to achieve optimum efficiency in complying with its<br />
mandate.<br />
PSALM, created under the restructured Philippine electric<br />
power industry (Electric Power Industry Reform Act) in<br />
2001, is tasked to manage, privatize and dispose <strong>of</strong> all<br />
existing generation assets, liabilities, real estate and<br />
other disposable resources <strong>of</strong> National Power Corporation<br />
(NPC). In the past few weeks, while figuring in issues<br />
relating to the imposition <strong>of</strong> an additional component in<br />
the universal charge and PSALM’s financial standing, the<br />
DOE has stated that the team will basically highlight its<br />
efficiencies and work towards the improved state <strong>of</strong> a<br />
liberalized power sector.<br />
Lasse Matti A. Holopainen, former DOE Assistant<br />
Secretary and Philippine Electricity Market Corporation<br />
(PEMC) President, has accepted the DOE’s invitation to<br />
become a member <strong>of</strong> the proposed TWG. Mr. Holopainen’s<br />
expertise will focus on the financial review <strong>of</strong> PSALM’s<br />
operations. Atty. Josefina Patricia M. Asirit <strong>of</strong> the DOE,<br />
on the other hand, will provide legal insight for the TWG.<br />
<strong>The</strong> group will review pressing matters that need to be<br />
addressed within the energy family, as well as study<br />
the impact <strong>of</strong> certain movements on the consumers.<br />
One <strong>of</strong> the goals <strong>of</strong> the group will be to obtain the<br />
possible lowest universal charge that can be passed on<br />
to consumers among other things. Other members <strong>of</strong><br />
the TWG are <strong>Engineer</strong> Rolando Bacani, who will provide<br />
technical assistance, and Department <strong>of</strong> Finance (DOF)<br />

Meralco reinforces good governance<br />
Meralco further reinforces its practice <strong>of</strong> good corporate<br />
governance, putting a communication policy in place<br />
and implementing a period within which <strong>of</strong>ficers and<br />
executives are restricted from making stock market<br />
transactions in the interest <strong>of</strong> good governance and<br />
transparency.<br />
<strong>The</strong> “BE RIGHT Communication Policy” or B RIGHT<br />
COMM” is the campaign slogan adopted by Management<br />
to promote Corporate Governance in Meralco. President &<br />
CEO Manuel V. Pangilinan said that the “BE Right” tagline<br />
“represents the right behavior that should be adopted<br />
and exercised by any director, <strong>of</strong>ficer or employee <strong>of</strong><br />
Meralco in dealing with stakeholders.<br />
As a communication vehicle, the B RIGHT Comm aims<br />
to promote responsible and free interaction between<br />
Management and employees. <strong>The</strong> President said that the<br />
campaign opens the lines <strong>of</strong> communication “not just for<br />
Management to relay directions but also for employees<br />
to express their ideas and concerns to Management<br />

INTERNATIONAL BEST PRACTICES<br />
In another move to further strengthen good corporate<br />
governance and transparency, Management enjoined its<br />
<strong>of</strong>ficers and executives from buying and selling publiclytraded<br />
Meralco shares within 15 calendar days before<br />
and two trading days after the release <strong>of</strong> the company’s<br />
quarterly and annual financial and operating results.<br />
<strong>The</strong> President & CEO issued a policy on the matter in a<br />
memorandum issued July 16, 2010 to all employees for<br />
their guidance.<br />
<strong>The</strong> President & CEO stressed that this practice, known<br />
as the “blackout period,” is consistent with international<br />
best practices and covers the company’s <strong>of</strong>ficers and<br />
executives.<br />
ERC issues COC to CEDC's Cebu-based Unit 2<br />
Coal-fired Power Plant<br />

<strong>The</strong> Energy Regulatory Commission (ERC) approved on 2<br />
August 2010 the issuance <strong>of</strong> a Certificate <strong>of</strong> Compliance<br />
(COC) to Cebu Energy Development Corporation’s<br />
(CEDC) 83,700.35 kW Circulating Fluidized Bed (CFB)<br />
Coal-fired <strong>The</strong>rmal Power Unit 2 Plant Facility located at<br />
Brgy. Daanlungsod, Toledo City, Province <strong>of</strong> Cebu.<br />
<strong>The</strong> said unit is one <strong>of</strong> the three applied for by CEDC for<br />
COCs. This Toledo City facility is comprised <strong>of</strong> three (3)<br />
units with an aggregate installed capacity <strong>of</strong> 246 MW. Unit<br />
No. 1 was awarded a COC by the ERC in February 2010<br />
upon its commissioning and completion <strong>of</strong> documentary<br />
requirements. Unit No. 2 was commissioned and<br />
inspected by the ERC in July 2010. Unit 3 is expected to<br />
be commissioned and connected to the Visayas grid after<br />
its completion date targeted in January 2011.<br />
CEDC is a joint venture between Global Formosa Power<br />
Holdings, Inc. (GFPHI) and Abovant Holdings, Inc. (AHI).<br />
Said parties entered into a Memorandum <strong>of</strong> Agreement<br />
(MOA) to form a joint venture for the purpose <strong>of</strong> constructing<br />
a new Coal-fired <strong>The</strong>rmal Power Plant complex in Toledo<br />
City, Cebu. GFPHI owns 56% <strong>of</strong> the company while and<br />
AHI owns 44%. <strong>The</strong> construction <strong>of</strong> the complex started<br />
in January 2008 and will be completed in January 2011.<br />
CEDC has an Electric Power Purchase Agreement (EPPA)<br />
with the Visayan Electric Company (VECO) for the sale<br />
<strong>of</strong> a contracted capacity <strong>of</strong> 105 MW with a cooperation<br />
period <strong>of</strong> 25 years starting on its commercial operation.<br />
Also, CEDC has a MOA with the National Grid Corporation<br />
<strong>of</strong> the Philippines (NGCP) for transmission services via an<br />
interconnection to the 138 KV NGCP Talavera Substation.<br />
A bypass transmission line, that will interconnect the<br />
CEDC and Toledo Power to the NGCP Naga Substation, is<br />
presently undergoing construction which will eventually<br />
directly connect CEDC and Toledo Power to the facilities<br />
<strong>of</strong> VECO. <strong>The</strong> bypass transmission line will also ease<br />
up power congestion that may occur along the Talavera<br />
transmission line.<br />
“We are elated with this positive development in the power<br />
generation sector since it will augment the short power<br />
supply in the Visayas.. This development will benefit the<br />
electricity consumers in terms <strong>of</strong> improved standards <strong>of</strong><br />
living and economic growth,” ERC Chairperson Zenaida<br />
G. Cruz-Ducut stated.<br />

PSALM: No investment with Lehman Brothers<br />

<strong>The</strong> Power Sector Assets and Liabilities Management<br />
(PSALM) Corporation belied the claim <strong>of</strong> Eastern Samar<br />
Representative Ben Evardone that the privatization<br />
firm lost PhP100 million in its deal with an international<br />
investment company that went bankrupt in 2008.<br />
PSALM clarified that the deal it entered into with<br />
Lehman Brothers Special Financing Inc. (LBFSI) on<br />
18 July 2007 was not an investment but a hedging<br />
transaction, specifically a Principal Only Swap (POS),<br />
which can be likened to an insurance purchase where<br />
PSALM pays an annual expense premium <strong>of</strong> 2.687% on<br />
the notional amount <strong>of</strong> USD100 million for 19 years. In<br />
exchange, PSALM or the government has the right to buy<br />
dollars at PhP44.788 in 2028 regardless <strong>of</strong> the foreign<br />
exchange rate at that time. Counterparties for the POS<br />
deal were selected based on a comprehensive selection<br />
process under the guidance <strong>of</strong> the Government Policy<br />
Procurement Board, the Department <strong>of</strong> Finance, and the<br />
Bureau <strong>of</strong> the Treasury.<br />

When Lehman went bankrupt, PSALM invoked the<br />
International Swaps and Derivatives Association, Inc.<br />
(ISDA) agreement, terminated the transaction on<br />
03 November 2008, and replaced it with a new POS<br />
with the same terms and conditions. ISDA is a trade<br />
organization <strong>of</strong> participants in the market for over-thecounter<br />
derivatives. It is headquartered in New York, and<br />
has created a standardized contract (the ISDA Master<br />
Agreement) to enter into derivatives transactions.<br />
In addition, PSALM filed for claims in the New York court<br />
for approximately USD3.4 million representing the cost<br />
<strong>of</strong> the replacement and other expenses (legal fees,<br />
damages, etc) as may be allowed under provisions <strong>of</strong><br />
the ISDA.<br />
Contrary to Rep. Evardone's allegation published in<br />
news reports, PSALM did not use the proceeds from the<br />
privatization <strong>of</strong> power assets in the deal, pointing out that<br />
until May 2008 it was the National Power Corporation that<br />
had paid the required premiums. PSALM made it clear<br />
that the hedging transaction was used as an insurance<br />
against foreign exchange volatility.<br />
ERC resets commencement <strong>of</strong> acceptance testing <strong>of</strong><br />
DUs' electric meters<br />
July 27, 2010<br />
<strong>The</strong> Energy Regulatory Commission (ERC) resolved<br />
to start the implementation <strong>of</strong> the sampling method<br />
<strong>of</strong> acceptance testing <strong>of</strong> all distribution utilities’ (DUs)<br />
electric meters on the first working day <strong>of</strong> January 2011.<br />
This is embodied in ERC Resolution No. 15, Series <strong>of</strong> 2010<br />
which effectively resets the original timeline from July<br />
2010. <strong>The</strong> deferment was in consideration <strong>of</strong> the fact that<br />
most DUs have not secured the Meter Shop accreditation<br />
which is a major prerequisite for the implementation <strong>of</strong><br />
the sampling method <strong>of</strong> acceptance testing. <strong>The</strong> ERC,<br />
as <strong>of</strong> 28 June 2010, has already approved a total <strong>of</strong><br />
fifty-seven (57) applications filed by fifty-seven (57)<br />
distribution utilities (DUs) for a Certificate <strong>of</strong> Authority<br />
(CA) to maintain a Meter Shop. <strong>The</strong> Philippines has one<br />
hundred forty (140) DUs composed <strong>of</strong> 120 rural electric<br />
cooperatives and 20 private utilities.<br />
<strong>The</strong> requirement for every DUs to undertake electric meter<br />
testing and calibration is pursuant to ERC Resolution No.<br />
12, Series <strong>of</strong> 2010 entitled, “A Resolution Adopting the<br />
Rules and Procedures for the Test and Maintenance <strong>of</strong><br />
Electric Meters <strong>of</strong> Distribution Utilities,” which took effect<br />
in July 2009. In the said Rules and Procedures, the<br />
DUs providing meter electric service are also required<br />
to maintain their individually-owned or group <strong>of</strong> DU-<br />

owned Meter Shop, unless specifically exempted by the<br />
ERC. <strong>The</strong> Meter Shop will be responsible for the routine<br />
testing, repair, and calibration <strong>of</strong> electric meters and other<br />
auxiliary devices and equipment essential to the metering<br />
<strong>of</strong> electric power and energy. Thus, the DUs need to file<br />
their respective applications to maintain a Meter Shop,<br />
or if not practicable, an exemption should also be sought<br />
from the ERC. DUs granted with accreditation will be<br />
issued a Certificate <strong>of</strong> Authority (CA) to maintain a Meter<br />
Shop, which shall be valid for three (3) years and may<br />
be renewed upon application. <strong>The</strong> renewal will depend<br />
on the ERC’s assessment on whether the meter shop had<br />
been operating satisfactorily and consistently compliant<br />
with CA requirements and with the said Rules.<br />
“<strong>The</strong> ERC promulgated the subject Rules and Procedures<br />
to ensure the accuracy <strong>of</strong> the DUs’ billing meters and<br />
protect the interest <strong>of</strong> the electricity consumers.<br />
Meanwhile, the DUs are also given consideration to<br />
comply with the Meter Shop accreditation requirement<br />
by providing them ample time to secure the same and<br />
by extending the time to start the electric meter testing<br />
to early next year,” ERC Chairperson & CEO Zenaida G.<br />
Cruz-Ducut concluded.
Background<br />
<strong>The</strong> National Grid Power Control Center<br />

Former Chairman <strong>of</strong> the Board <strong>of</strong> <strong>Electrical</strong> <strong>Engineer</strong>ing<br />
<strong>The</strong> National Power Corporation (NPC) used to be<br />
the entity that controls the operations <strong>of</strong> the entire<br />
power grid. It is now separate from the National<br />
Transmission Corporation (TransCo) which owns<br />
all transmission and most sub-transmission lines<br />
originally owned by NPC.<br />
Most <strong>of</strong> NPC’s generating plants have also been<br />
privatized through the Power Sector Assets and<br />
Liabilities Management (PSALM). Hence, NPC’s<br />
functions have been greatly reduced to owning<br />
and operating the remaining unsold power plants,<br />
the missionary function <strong>of</strong> watershed management<br />
and the management <strong>of</strong> the Small Power Utilities<br />
Group or SPUG which owns and operates small<br />
generating plants in isolated islands and power<br />
barges scattered throughout the Philippine islands.<br />
<strong>The</strong> National Grid Corporation <strong>of</strong> the Philippines<br />
(NGCP) is the private concessionaire <strong>of</strong> TransCo.<br />
It acts as the system operator <strong>of</strong> the nationwide<br />
electrical transmission and sub-transmission<br />
system. It ensures and maintains the reliability,<br />
adequacy, security, stability and integrity <strong>of</strong> the<br />
nationwide electrical grid.<br />
Interconnection <strong>of</strong> the 3 Grids<br />
<strong>The</strong> Visayas grid is connected to the Luzon grid<br />
by a 350 kV D.C. transmission line. <strong>The</strong>re is an<br />
A.C. to D.C. converter station at Naga Substation<br />
in Camarines Sur which connects to an overhead<br />
HVDC line to Sorsogon, Sorsogon. From here, a<br />
submarine cable connects the line to Samar. <strong>The</strong><br />
HVDC line terminates at Ormoc Substation in Leyte<br />
where power is converted back from D.C. to A.C.<br />
at 230 kV.<br />
From Ormoc Substation, the system radiates to<br />
230 kV, 138 kV and 69 kV lines which runs through<br />
the islands <strong>of</strong> Cebu, Negros, Bohol and Panay. <strong>The</strong><br />
island <strong>of</strong> Palawan is not served from the Visayas<br />
grid. It is served by isolated diesel units which<br />
form part <strong>of</strong> the Small Power Utilities Group or<br />
SPUG which is owned by NPC. Other privately<br />
owned generating plants also serve the needs <strong>of</strong><br />
consumers in the service areas <strong>of</strong> SPUG.<br />
TECHNICAL FEATURE<br />
<strong>The</strong> Visayas Grid is controlled by the Visayas<br />
Regional Control Center at Banilad , Cebu City. This<br />
control center coordinates and furnishes technical<br />
information or data to the National Grid Power<br />
Control Center in Quezon City so as to complete<br />
the nation’s power statistics. Coordination between<br />
the Luzon and Visayas control centers is imperative<br />
especially if there is shortage <strong>of</strong> power in either the<br />
Luzon or Visayas grids.<br />
<strong>The</strong> Mindanao grid is not yet connected to the<br />
Visayas grid, but will be in the near future. It<br />
will also need submarine cables from Leyte via<br />
the Panaon Island to the northern tip <strong>of</strong> Surigao<br />
in Mindanao. <strong>The</strong> Mindanao grid has also its own<br />
Regional Control Center located in Iligan City. This<br />
center likewise furnishes the National Grid Power<br />
Control Center with technical data so as to know<br />
the entire nation’s power situation.<br />
<strong>The</strong> Power Control Centers for each grid are all<br />
computerized and similar to each other.<br />

Abstract<br />
Proposed Prepayment Energy-Metering System<br />
for Multi-Tenant Offices and Rented Building<br />
Accommodations<br />

This study can be used as a scheme for the adaptation <strong>of</strong> an alternative sub-metering system intended for all<br />
commercial buildings with several tenant <strong>of</strong>fices and rented accommodations using a prepayment energy submeter.<br />
This prepayment energy meter provides important benefits to both tenants and building owner (landlord)<br />
during regular working <strong>of</strong>fice hours. With prepayment meters, the <strong>of</strong>fice tenants can easily manage and control<br />
their energy usage without expecting any future obligation on energy bills like in conventional energy sub-meters.<br />
<strong>The</strong> prepayment energy meters cancels paper bills and remove disagreement between tenant and the landlord<br />
due to unexpected increase in energy utilization. <strong>The</strong> prepayment sub-meter to be installed in each <strong>of</strong>fice tenant<br />
is designed with magnetic strip card with KW-HR denomination value to validate electrical energy to energize the<br />
<strong>of</strong>fice equipment.<br />

Background<br />
Today, a technology in electric sub-metering like<br />
prepayment meters has been developed. <strong>The</strong>se types <strong>of</strong><br />
meters are prepayment electricity that uses the same<br />
concept as prepayment cellular phones and phone cards<br />
in which consumer pay in advance <strong>of</strong> consumption.<br />
Prepayment energy metering system <strong>of</strong>fers a win-win<br />
proposition especially to the building owners and <strong>of</strong>fice<br />
tenants (UtiliSol 2005). <strong>The</strong> following benefits could<br />
provide by prepayment energy metering system:<br />
• It puts control the usage <strong>of</strong> electricity in the hands <strong>of</strong><br />
consumer where a customer allows making real-time<br />
and informing decisions on their consumption<br />
• Cancels billing dispute and mistakes.<br />
• It improves accelerated cash flow, lowers administrative<br />
costs, theft avoidance, no meter reading and billing<br />
statement is needed.<br />
• Provides cost-effective solution with equitable benefits<br />
to both tenants and landlords.<br />
By installing the prepayment meters, the landlord and<br />
tenants can manage their own consumption and become<br />
more aware <strong>of</strong> their electricity usage. <strong>The</strong>se prepayment<br />
meters are designed where power is credited to the<br />
meter by means <strong>of</strong> use-only-once token. This token is a<br />
magnetic strip card that comes in different denominations.<br />
<strong>The</strong> card is fed into a slot on the front <strong>of</strong> the meter so<br />
that the value <strong>of</strong> card is credited. Prepayment energy<br />
system can help mitigate problems on electrical-energy<br />
related carbon emission due to increasing demand on<br />
fossil fuel aside from transportation.<br />
Significance<br />
This research study is intended for all building<br />
establishment designed with multi-<strong>of</strong>fices and rented<br />
building accommodations through the adaptation <strong>of</strong><br />
prepayment energy metering system to be used for<br />
possible solution to the disagreement between the<br />
building owner and the tenants especially when tenant<br />
cannot pay their energy bills on time while others leave<br />
their accommodation unnoticeably. For the end-users,<br />
like students with limited budget without expecting<br />
future obligations on electricity bills, and for the <strong>of</strong>fice<br />
tenants, to effectively manage and control their operating<br />
energy consumption. This study can be used also by the<br />
government and private sector as a basis to address<br />
problem on increasing demand <strong>of</strong> fossil fuel and fuel cost<br />
due to uncontrolled electrical energy utilization.<br />

Figure 1 illustrates the existing electrical distribution<br />
system <strong>of</strong> STG Building designed with several sub-meters<br />
located on meter cabinet at per floor level while Figure<br />
2 exhibits the proposed electrical distribution system<br />
design with several prepaid sub-meters. Each prepaid<br />
sub-meter is connected with over-current protection at its<br />
line side. This design layout is appropriate for all type <strong>of</strong><br />
building structure designed with rented accommodation<br />
like student’s flat which could provide convenience<br />
to both tenant and the landlord, and provide effective<br />
control and management during the operation <strong>of</strong> <strong>of</strong>fice<br />
appliances.<br />

Figure 3 presents the proposed energy submeters<br />
for the tenant <strong>of</strong>fices <strong>of</strong> STG Building<br />
Establishment. Each sub-meter is located inside<br />
the <strong>of</strong>fice area which is accessible to each <strong>of</strong>fice<br />
tenant in order that the prepayment meter with<br />
prepaid energy user card can be accessed and<br />
utilized conveniently. Each prepaid sub-meter is<br />
protected with over-current protection to avoid<br />
extensive damage <strong>of</strong> internal circuitry. Each<br />
prepaid energy meters is connected through<br />
the rerouted sub-feeder lines toward the panel<br />
board. <strong>The</strong>se prepaid sub-meters are then<br />
connected and supplied by main feeder system<br />
<strong>of</strong> the STG Building to individual panel board.<br />
If a prepaid sub-meter is fully exhausted, no<br />
power therefore is transmitted to the tenant’s<br />
electrical panel. It may resume only when the<br />
KW-HR denomination through energy user card<br />
is reloaded once again.<br />
Prepaid KW-HR Denomination<br />
Figure 4 below demonstrate how a prepayment<br />
energy system can be used by each tenant <strong>of</strong><br />
STG Building using a magnetic strip card to be<br />
validated in a prepaid sub-meter. <strong>The</strong> strip card<br />
is used to validate the “KW-HR prepaid card”<br />
through the loading machine to be provided<br />
by the landlord. Each tenant <strong>of</strong>fice will have<br />
an allotted equivalent prepaid denomination<br />
depending on operating energy. Table 1 presents<br />
the different electrical load appliances typically<br />
used by the tenant <strong>of</strong>fices <strong>of</strong> STG Building while<br />
Table 2 reflects the daily average energy usage<br />
by the tenants. <strong>The</strong> energy usage is evaluated<br />
based on the quantity <strong>of</strong> equipment and its<br />
power rating in a given period <strong>of</strong> time based on<br />
regular working hours per day and it is evaluated<br />
using the equation hence, Total Energy Usage<br />
(TEU) = No. <strong>of</strong> Units x Power Rating x (1/1000)<br />
x Average Working Hours, Kw-hr.<br />

<strong>The</strong> load operates intermittently and it depends on how<br />
much power is drawn by <strong>of</strong>fice appliances from the<br />
sub-feeder line. To determine the equivalent prepaid<br />
denominations to be purchased by each tenant from the<br />
landlord, the energy usages and average operating costs<br />
relative to the rate cost <strong>of</strong> energy2 <strong>of</strong> each tenant were<br />
evaluated based on Table 1. <strong>The</strong> average energy usage per<br />
day <strong>of</strong> Travel Agency Company is calculated at 20.32Kwhrs<br />
while the Law firm and <strong>Engineer</strong>ing firm’s <strong>of</strong>fice are<br />
38.52Kw-hrs and 7.62Kw-hrs per day. <strong>The</strong> Law Firm’s<br />
<strong>of</strong>fice has an EEC per day <strong>of</strong> around and Php7,507.50 for<br />
24-day <strong>of</strong>fice work while the Travel Agency Firm has an<br />
average EEC per day <strong>of</strong> around Php152.40 and equivalent<br />
monthly energy cost <strong>of</strong> Php3, 962.24 in 24 days while<br />
the average energy equivalent cost (AEEC) per day <strong>of</strong><br />
<strong>Engineer</strong>ing Firm’s <strong>of</strong>fice is Php57.1 or Php1,485.90 in<br />

24-working days. <strong>The</strong>se energy costs were correlated<br />
with the average energy usage (AEU) to exhibit the<br />
prepaid denominations. Based on historical energy usage<br />
data, each tenant can estimate prepaid denominations.<br />
(i.e. 5Kw-hr has an estimated denomination <strong>of</strong> PhP37.50<br />
or 100Kw-hr for Php630.50) 2 Based on Local Power<br />

Conclusion<br />

Prepayment system <strong>of</strong> electricity through prepaid submeters<br />
with energy user card provides advantages and<br />
economic benefits to the building owners, tenants, and<br />
even to the local power distributors where effective<br />
control and management <strong>of</strong> energy consumption is<br />

critical. <strong>The</strong> proposed layout could be adapted for all<br />
<strong>of</strong>fices <strong>of</strong> STG Building without paper bills required and<br />
eliminates disagreement between tenant and landlord<br />
due to unexpected increase in energy consumption.<br />
Recommendation<br />
For all commercial <strong>of</strong>fice building designed with<br />
individual sub-meters locates and place the<br />
prepayment sub-meter inside each tenant <strong>of</strong>fice.<br />
For the landlord, verify regularly the average<br />
rate structure cost <strong>of</strong> energy from the local power<br />
distributor.<br />
Install a circuit breaker between the existing subfeeder<br />
line and the line side <strong>of</strong> prepayment sub-meter<br />
for additional protection due to possible short-circuits<br />
or overloading <strong>of</strong> sub-meter.<br />
For the landlord, provide necessary monitoring chart<br />
reflecting the prepaid KW-HR denominations matrix.<br />
For building owner (landlord), locate the KW-HR<br />
user’s card validation machine at ground floor level<br />
where it is accessible to each tenant.<br />
For possible lost <strong>of</strong> user’s card, the landlord to<br />
provide extra magnetic strip card for immediately<br />
replacement and validation.<br />
Each prepaid sub-meter has KW-HR indicating<br />
system that provides early signal when validated<br />
denomination is almost exhausted.<br />

For building establishment designed with several<br />
consignments like rented stalls, and other<br />
accommodation, assess the type and ratings <strong>of</strong> load<br />
to be controlled and match the rated specifications <strong>of</strong><br />
the prepaid sub-meter.<br />
Policies and guidelines shall be provided by concern<br />
government agency to properly implement and<br />
regulate the use <strong>of</strong> prepayment energy system in<br />
commercial establishment deigned with multi-tenant<br />
<strong>of</strong>fices and rented accommodations.<br />

DISTRIBUTED GENERATION<br />

Distributed Generation (DG) is generally defined as<br />
small scale electric power generation within distribution<br />
networks or on the customer side <strong>of</strong> the network. Other<br />
terms used are “embedded generation”, “dispersed<br />
generation”, “decentralized generation”, “Distributed<br />
Energy Resource (DER)” and “Distributed Resource<br />
(DR)”. <strong>The</strong> terms “cogeneration”, “RE” and “small power<br />
production” refer to types <strong>of</strong> DGs.<br />
<strong>The</strong> Philippine Renewable Energy Act <strong>of</strong> 2008 defines DG<br />
as up to 100 kW. <strong>The</strong> Electric Power Research <strong>Institute</strong><br />
(EPRI) defines the rating <strong>of</strong> DG to be up to 50 MW.<br />
<strong>The</strong> IEEE Standard 1547-2003 covers capacities up to<br />
10,000 KW.<br />
<strong>The</strong>re are three types <strong>of</strong> DGs: (a) solid-state or static<br />
invertors (b) induction machines (c) synchronous<br />
machines. <strong>The</strong> inverter type acts as current source while<br />
the rotating machines act as voltage source. <strong>The</strong> former<br />
type supplies lower fault current levels than the rotating<br />
machines.<br />
<strong>The</strong>re are currently 12 million DG units installed in the<br />
US with a total capacity <strong>of</strong> about 200,000 MW. Many<br />
<strong>of</strong> these units are used as back-up units to provide<br />
emergency power during shortages or unavailability <strong>of</strong><br />
power from the grid.<br />
<strong>The</strong> purposes and benefits <strong>of</strong> the DG include the following:<br />
1. DGs provide active power within the distribution<br />
network;<br />
2. It ensures continuity and availability <strong>of</strong> power<br />
for critical business processes;<br />
3. It may result in improvement <strong>of</strong> system reliability<br />
– A study on the Pennsylvania/New Jersey/<br />
Maryland interconnection (PJM) system by the<br />
Oak Bridge National Laboratory indicated that<br />
capacity expansion with ten small plants showed<br />
a better Loss <strong>of</strong> Load Probability than an<br />
expansion <strong>of</strong> a single large plant <strong>of</strong> the same<br />
size;<br />
4. DGs are highly efficient (overall efficiency<br />
greater than 75% ) and financially attractive<br />
when the DG industrial owner captures the heat<br />
generated from the DG technology for use in<br />
production processes, for hot water domestic<br />
use and other uses.<br />
5. DGs resolve power quality problems <strong>of</strong> voltage<br />
sags and disruptions;<br />
6. <strong>The</strong> use <strong>of</strong> alternative/renewable energy<br />
resources for DG enhances environmental<br />
conditions since it may have zero emissions. <strong>The</strong><br />

distributed generation technologies <strong>of</strong> the<br />
renewable type;<br />
7. New fuel powered and waste-to-energy DG<br />
technologies have low emissions that also<br />
enhances environmental conditions;<br />
8. New technologies in DG have made it possible<br />
to tailor energy systems to the specific needs <strong>of</strong><br />
the consumer;<br />
9. DGs may provide ancillary services including<br />
voltage support/reactive power and back-up;<br />
10. Peak power requirements are reduced;<br />
11. Reduces and <strong>of</strong>fsets investments in generation,<br />
transmission or distribution facilities that would<br />
otherwise be recovered through rates. <strong>The</strong>re are<br />
also savings in T & D losses and Congestion<br />
costs;<br />
12. Reduces vulnerability to terrorism and<br />
improvements in infrastructure resilience;<br />
13. Reduces land-use effects and Right-<strong>of</strong>-<br />
Way acquisitions to build new power plants,<br />
electric transmission and distribution lines;<br />
14. Short construction times compared to central<br />
generators;<br />
15. Inherent system stability due to multiplicity <strong>of</strong><br />
inputs;<br />
16. Weather related interruptions are more easily<br />
predicted and <strong>of</strong> shorter duration.<br />
<strong>The</strong> IEEE 1547-2003 Standard for Interconnecting<br />
Distributed Resources with Electric Power Systems is<br />
a standard developed by the <strong>Institute</strong> <strong>of</strong> <strong>Electrical</strong> and<br />
Electronics <strong>Engineer</strong>s (IEEE) meant to provide a set <strong>of</strong><br />
technical criteria and requirements in the interconnection<br />
<strong>of</strong> distributed generation resources into the power grid<br />
in the United States. It facilitates the tapping and use <strong>of</strong><br />
excess capacity <strong>of</strong> electricity from alternative sources.<br />
<strong>The</strong> US Congress in its US Energy Policy Act <strong>of</strong> 2005<br />
established the IEEE 1547 as the national standard for<br />
the DG interconnection. Other applicable standards are<br />
the UL and National <strong>Electrical</strong> Code <strong>of</strong> the NFPA (USA)<br />
while the Philippines has the existing Philippine <strong>Electrical</strong><br />
Code (IIEE), the Philippine Grid Code and the Philippine<br />
Distribution Code. However, technical standards for DG<br />
interconnection differ from country to country.<br />
Some <strong>of</strong> the technical issues to be addressed in the<br />
interconnection <strong>of</strong> DGs to the existing power system are<br />
the following:<br />
1. Voltages outside an acceptable range (IEEE<br />
1547-2003 mandates tripping in 0.16 sec for<br />
U1.2 pu);<br />

2. Recloser coordination- Reclosers are designed<br />
to operate correctly with one side as the fault<br />
current source. Introduction <strong>of</strong> DGs may reverse<br />
the flow resulting in misoperation <strong>of</strong> the<br />
reclosers;<br />
3. System Grounding – An improper system<br />
grounding could lead to overvoltage to ground<br />
when the substation feeder opens during a SLG<br />
fault and the DG circuit breaker does not trip for<br />
some time;<br />
4. Power quality – DG should be designed to<br />
minimize injection <strong>of</strong> harmonic disturbance, does<br />
not inject DC current and does not cause<br />
objectionable flickers;<br />
5. Scheme to de-energize for faults on the<br />
connected system – <strong>The</strong> DGs may have to use<br />
utility grade protective relays to properly isolate<br />
the DG from the fault.<br />
6. Short circuit current protection coordination<br />
– downstream DGs reduce the reach <strong>of</strong> protective<br />
relays since DGs contribute to short circuit<br />
currents. Switchgears may have its interrupting<br />
capacity upgraded due to high available<br />
fault levels. Solutions include Is-Limiters and<br />
higher impedance <strong>of</strong> transformers and<br />
generators. Coordination studies will be needed.<br />
7. Tripping for frequency deviations ( IEEE 1547-<br />
2003 mandates tripping in 0.16 sec if f>60.5 or<br />

Federation <strong>of</strong> Asian and Pacific <strong>Electrical</strong> Contractors<br />
Association Conference 2010 on the IIEE’s 35th Annual<br />
National Convention<br />
Occidental Mindoro Chapter headed by its President Engr. Ricky<br />
Gonzales hosted the 10th leg <strong>of</strong> J2U.2 on September 25, 2010 San<br />
Jose Occidental Mindoro.<br />
<strong>The</strong> <strong>Institute</strong> <strong>of</strong> <strong>Integrated</strong> <strong>Electrical</strong> <strong>Engineer</strong>s <strong>of</strong> the Philippines,<br />
Inc. (IIEE) and the Manila Electric Company (MERALCO) signed a<br />
Memorandum <strong>of</strong> Agreement (MOA) on September 15, 2010 at the IIEE<br />
National Office.<br />
<strong>The</strong> MOA stipulated the active participation and support <strong>of</strong> MERALCO<br />
to the forthcoming IIEE’s 35th Annual National Convention and 3E Xpo<br />
2010: A Special in <strong>Electrical</strong>, Electronics and Energy Exposition with the<br />
Special Participation <strong>of</strong> AFEEC/FAPECA Conference.<br />
