Due to a colleague leaving my company, I was offered a “promotion” to step up and take on more responsibilities. I received my promotion letter and was surprised to see they cut my base salary by 14% and moved it over to a variable portion. I’m extremely unhappy with the proposed structure- are companies able to reduce your base? What are some of my options?

I'm trying to move from a state job to defense contracting. I recently interviewed with a small contractor, and made it almost to the final round. I performed well, but I was told that they'd prefer me to have experience in more of their stack. I'm very good with Java and vanilla frontend languages, but they also want Go, Kotlin, and/or Angular. I was told there may be another opportunity for me in a few months if I can learn some of that. You think skilling up for another chance is worth it?
