Bienvenido, Chancellor Salgado – Adelante!

So, we have a new Chancellor.*

Meet Juan Salgado–this interview from The Reader, published shortly after Chancellor Salgado was named a MacArthur Genius grant recipient for his work in community advocacy is a good place to start. Salgado is clearly connected to the city power networks and Mayor Emanuel–he also serves as a Commissioner on the Park District Board. Yesterday, I heard some grumblings about him as “anti-union” and guessed that it was related to his leadership of a couple of charter schools (and that seems to be the case–apparently he put up some resistance to one of his schools’ attempts to unionize, at least at first), but was happy to find this article from 2015 about unions and charter schools from just last year where, if you read through it, you’ll see him quoted as saying:

I sat down with Juan Salgado, the president and CEO of Instituto Del Progreso Latino, a nonprofit educational organization in Pilsen, a predominantly Latino neighborhood in Chicago, to learn what it’s been like for him to oversee two charters that have unionized with AFT. Salgado believes that unions have been tremendous assets for his schools, particularly around some of the more fraught questions of wages and benefits. Can such issues be resolved “without a union?” he asks. “Yeah. But can we move forward to actually run a school? Probably not.” The mutual buy-in at the end of the negotiating process, Salgado said, created a better spirit at his schools.

Though Salgado was explicit that he disapproved of the way the union conducted its first organizing campaign—the organizers caricatured him as an evil boss, he says, solely to advance their strategy—he still feels the resulting unions, full of organized, passionate people, are no hindrance to excellence. “Unions ask a lot of questions! And that’s OK,” he says. “Critical questioning causes reflection and makes sure you have very good answers. And they demand transparency, and transparency is important. It’s a value that we should all have.”

I love the idea of having a Chancellor who has a moral commitment to education as transformative, though, I’m reminded that Chancellor Hyman has a deep belief in that same principle. I’m a little worried that so much of the talk about education and schooling that I see in relation to Chancellor Salgado (and the Mayor) consistently connects learning and jobs/careers. Even while I understand the appeal and value of a pathway to work and pay, we have seen where that narrow conception of the value of a liberal education can lead. I am heartened by his commitment to (and experience in) citizenship preparation and GED programs and recognize those and his charter school experience as providing something of what Faculty Council asked for in regard to an “educational background,” and I hope that Chancellor Salgado will recognize that his experiences at Moraine Valley and his work experience are a long way from being a complete understanding of what we do and do well. (For example, he is quoted in the Sun-Times article as saying, ““The school that I run, 54 percent of our students get some sort of college credential before they graduate from high school. We need to do that in every school because that saves students and families money and advances them into higher education,” he said. But a credit is not a credential, and a community college is not a bridge from high school to college–it IS college. But maybe that’s just semantics. Certainly everyone in a new job deserves the chance to learn and grow and show what they can do. I look forward to seeing what our new Chancellor does and can do. Hell, I look forward to actually seeing our Chancellor in the colleges for something other than a press conference with the Mayor.

 

*I have to also say that I was also happy to see that the news reports were not mere restatements of the press release, but provided fuller context on situation that our new Chancellor comes into. I’m not sure if it was a fluke or part of the information provided by our current board and leadership or whether we have Donald Trump to thank for the new willingness on the part of our local press to not accept the pronouncements of City Hall as unquestionable truth, but I’m happy to see it.

1. December 13-16, 2010:  College Success Seminar Training is scheduled to take place at District.  The request for College Success to be part of load is under review

2. December 18, 2010:  All grades must be entered into PeopleSoft no later than Saturday at 2:00 p.m.  Faculty who are experiencing issues should contact the CCC Help Desk by email or by phone 2600.  Also, campus Registrars are available to be of assistance.

3. January 3, 2011, additional advisors and tutors will be hired for each college and will be paid for by an ICCB grant.

4. January 6, 2011:  The Board of Trustees is scheduled to meet at Harold Washington College.

5. January 10, 2011:  Spring 2011 semester starts Monday; spring classes begin Tuesday, January 18, 2011.

6. January 2011: The Upgrade to Blackboard 9.0 will be available.

7. February 15, 2011:  Initial deadline date for I.A.I. five-year Course Review process.  College administrators, Department Chairs, and District Academic Affairs need faculty assistance to complete program reviews.

8. The 2010 CCC Credential Guidelines are attached. If you feel you are qualified to teach courses on some other basis you will need to present the relevant documentation to your VP and ask that it be presented to the district office of Academic Affairs.

9. The spring 2010 Syllabi Audit conducted by the Office of Academic Affairs is attached.

10. Please remember to update your syllabi and upload them to Blackboard for spring 2011 classes.  Syllabi are expected to be available to students no later than the first day of classes.

Beginning Fall Term, students at the City Colleges of Chicago will be using Google Gmail as their new CCC Student Email.

Students’ email addresses and passwords to login to Student  Gmail will remain the same, as will the website address of their email server: http://student.ccc.edu.

Gmail provides many new benefits, including:

– Increased Mailbox Limit to 7GB
– Increased Attachment Size Limit to 25MB
– Improved anti-spam and anti-virus protection
– Access to other Google Applications: Docs, Chat and Google Sites

The conversion to Student Gmail will begin August 2nd and by August 7th, all student email messages will be migrated to each student’s Gmail account.

This Summer, District OIT will host workshops about how instructors can use Google Apps for such applications as student-to-student collaboration and student e-portfolios. Sose I’m waiting for faculty to be contacted by District OIT to learn “about how instructors can use Google Apps for such applications as student-to-student collaboration and student e-portfolios.” I’ve watched the video. There’s some pros and cons here.

I just have a couple of questions:
1. Any faculty out their have multiple students collaborating on one written assignment?
2. Will I be required to post my syllabus here too?

Faculty Development Week–Bane or Joy? You Decide!

As you may already know, on Tuesday, May 4th, our CAST coordinator, Chris Sabino, received notice from the district that three days later, May 7th, a District Wide Faculty Development Week (DWFDW) Task Force would be meeting at Malcolm X to discuss plans for fall faculty development programs. Given that Chris and numerous CAST members had already done significant work in planning HW’s annual Faculty Development Week program, the news was both surprising and a little disconcerting. Three CAST contributors–Myra Cox, Ephrem Rabin, and Jeff Swigart–were able to attend the DWFDW Task Force meeting, and Jeff agreed to share his notes from the meeting with the faculty.

The faculty in attendance received this proposal (which I will allow to speak for itself–however with strong encouragement that you read it; it is full of (perhaps unintentional) delights, and I mean that both literally and ironically). There will certainly be more posts on this topic in the weeks to come, but it is urgent that we, Faculty Council, get some feedback on this topic if we are going to have any chance to influence anything about it, and I will limit my editorializing here in this post to saying that we believe (I’m pretty sure that I can speak for the whole council on this) that faculty should have the primary influence on Faculty Development activities, whether they are local or district wide. Please take a look at the proposal and Jeff’s notes from the meeting and post your initial responses in the comments. Also, please be sure to vote and encourage your colleagues to do the same. Arguments are easier to make with numbers. Special thanks to Myra, Ephrem, and Jeff for their attendance and reporting of these developments.

FDW Task Force – Proposal Handout

*Introduction:
Pres. Brooks shared that he proposed idea of district-wide FDW earlier this year.  VC Henderson shared that this fits with Chancellor Hyman’s vision of better connecting the city colleges.  The implementation date was originally planned for August 2011, but Chancellor Hyman likes the idea so much she would like it implemented this coming August of 2010. The purpose of this meeting was to allow about 2 faculty members to represent each college as a task force.

*Concept:
The purpose of district-wide FDW is to share best practices and other ideas district-wide.  More details are on attached handout that was given out at meeting.  Here is the rough proposed schedule:
Monday:  District-Wide Convocation
Tuesday:  Universal Teaching Strategies
Wednesday:  Assessment
Thursday:  Best Practices in Academic Disciplines
Friday:  City Colleges of Chicago Showcase

*Discussion of Each College’s FDW Schedules:
Faculty from each college shared what they had planned so far for their individual FDW’s.  The goal was to try to incorporate the best ideas from each college into the district-wide schedule.  Some colleges were very far in their planning, even having already booked outside speakers for specific times, while other colleges just had rough ideas.  I shared the list provided to me by Chris Sabino of talks that CAST had planned so far, enough to fill 3 days.

*Discussion of Concerns:
Faculty shared two primary concerns regarding the proposal.  First, some expressed concern that their individual colleges’ FDW 2010 has already been planned so far that it would be better to implement the district-wide FDW in 2011.  Second, some expressed concern that much individual college business is taken care of during the individual
FDW’s.  VC Henderson replied that district-wide FDW is important to Chancellor Hyman’s vision and asked that everyone present get on board.  She also suggested that faculty find ways throughout the semester to take care of business that may have in the past been taken care of during individual FDW’s.

*Topic Ideas for District-Wide FDW:
President Brooks expressed that there seems to be much overlap in topics at colleges’ individual FDW’s, and so it will be beneficial to share resources and use these topics at the district-wide FDW.  He also shared that district-wide FDW could have time set aside for individual college business.  Many potential topics were discussed, including the following:  technology across the curriculum, reducing remediation, changes in foundational studies, data-driven decisions in the classroom, increasing graduation rates, academic advising, *PeopleSoft, educating future teachers, SLO’s, syllabus-writing, service learning, HLC and its upcoming changes, careers, academic freedom (potential well-known speaker from AAUP), panel discussions with faculty and/or students, purpose of education
(potential big name speaker such as Oprah or Maya Angelou).  Many faculty expressed that it is important to pick topics that are broad enough to apply to everyone, in order to make district-wide FDW helpful and significant to everyone.

*Specific Contributions by HWC Representatives:
Myra Cox shared detailed ideas of talks regarding educating future teachers and the many district-wide issues related to this.  Ephrem Rabin made many suggestions regarding topics related to technology, and Pres. Brooks specifically asked Ephrem to consider being a speaker.  I (Jeffrey Swigart) shared the idea John Hader gave me of having Dr. Pamela Proulx-Curry speak about service learning as part of a program that SENCER and CPS are willing to help fund.

*Conclusion:
The steering committee of the chancellor and the college presidents will meet discuss the suggestions of the task force.  Ephrem Rabin will set up a Blackboard site.  Follow up meetings of the task force will take place in June or July.
