Welcome to Fort Lee Welcome to Fort Lee – Home of Army Sustainment Quartermaster School and the U.S. Army Transportation School. Its tenants include the headquarters of the Defense Commissary Agency, Kenner Army Health Clinic, a Military Entrance Processing Station and the Defense Contract Management Agency. Fort Lee supports around 26,400 people on post and just over 56,500 off post, including members from all branches of the military service, their families, government civilians and contractors, military retirees and reservists. Furthermore, as many as 70,000 troops will pass through Fort Lee’s classrooms each year, making it the third largest training site in the Army. These are the most significant statistics of all … Fort Lee fully recognizes its tremendous responsibility and the privilege to provide the most comprehensive training and quality of life services possible for the members of the military family who will pass through its gates. On a final note, the installation command team asks all Fort Lee visitors to exercise caution as they travel throughout post. Slow down, especially around any marching troop formations, construction sites and housing areas. Be aware also that the installation prohibits the use of handheld electronic devices while operating a vehicle as a safety precaution and in compliance with DOD regulations. Fort Lee welcomes you. Whether your visit is temporary or long-term, we hope you’ll enjoy all the things our installation and the local area have to offer. Fort Lee is situated alongside the Tri-Cities of Virginia – Petersburg, Colonial Heights and Hopewell – as well as the counties of Chesterfield, Prince George and Dinwiddie. The Army garrison shares many similarities with its neighbors. It is a diverse community comprised of service members and civilian personnel, as well as a home to hundreds of military families who reside in its housing areas. Over the past decade, Fort Lee has experienced enormous growth mostly as a result of the 2005 Base Realignment and Closure directives and the installation’s designation as the Army Sustainment Center of Excellence – a focused training base for military supply, subsistence, maintenance, munitions, transportation and more. Those decisions sparked a massive base modernization mission with a budget of more than $1.2 billion. In addition to new training facilities, administrative areas, dining facilities and barracks, Fort Lee has experienced phenomenal growth among its support facilities for military families. Fort Lee has witnessed significant changes to its population as well; much of it due to the realignment of military organizations from other parts of the nation. In addition to the Combined Arms Support Command, Team Lee now consists of the Army Logistics University, the U.S. Army Ordnance School, the U.S. Army

The airport is located seven miles southeast of Richmond’s central business district. Traveling by vehicle from its location, visitors can reach Historic Williamsburg within an hour and Washington, D.C. within two hours. Other nearby attractions include the Blue Ridge Mountains and Virginia Beach. Airport amenities include a USO Center that caters to all military identification card holders. It is located near the concourse on the second floor and is open daily from 8 a.m. - 9 p.m. For more information, call (804) 236-7234.

Transportation to/from Richmond International Airport For advanced individual training Soldiers – including Army Reservists, National Guardsmen and Initial Ready Reserve Soldiers – the following companies will provide transportation between Richmond International Airport and the installation at no individual cost when provided with a complete copy of the service members’ signed military orders to Fort Lee (applies only to initial arrival and final departure in accordance with orders): • James River Transportation: (804) 249-1052 • Groome Transportation: (804) 222-7226 • CMC, Inc.: (804) 222-7790 The companies also are authorized to convey other passengers to/from Fort Lee at their normal rates.

The Marshall Cab company is the only commercial service authorized to operate on Fort Lee, providing transportation on/ around post and in surrounding communities. The dispatch phone number is (804) 458-3325. Other taxi companies may deliver and pick up customers on Fort Lee by request, but may not solicit fares on post.

Regional bus service is provided by Greyhound Trailways. The local terminal is located at 108 East Washington Street, Petersburg. • Toll-free: 1-800-872-7245 • Local: (804) 732-2905 The Petersburg Area Transit operates on Fort Lee, providing services to and from the installation to Petersburg with connections to the surrounding communities. Pick-up location is outside the PXtra on Mahone Avenue.

Regional and national rail service is provided by AMTRAK. The rail station is located at 3516 South Street, Ettrick, and the ticket office hours are 11 a.m. to 6:30 p.m. daily. For train schedules and ticketing, visit www.amtrak.com.

Helpful Information

Running Route Restrictions Fort Lee has established official physical training routes Monday - Friday, 5-7:30 a.m. During this time, all traffic is prohibited on Shop Road from 11th Street to 19th Street and on B Avenue from Sisisky Boulevard to 38th Street. Traffic is also prohibited on the Ordnance Campus Bridge until 7 a.m. Prohibited routes are marked with cones and signs during the physical training times. Violators will be cited by the Fort Lee Police.

Jogging Safety

Speed Limits

The jogger/pedestrian right-of-way rule is not a guarantee that a vehicle will stop. Drivers often have difficulty seeing joggers and pedestrians, especially in the early morning and late afternoon. To increase the chance of being seen between dusk and dawn, all persons are required to wear retro-reflective clothing or a safety belt.

In accordance with CASCOM Regulation 190-5, dated July 1, 2006, the speed limit in Fort Lee housing areas is 15 mph. All other roads are 25 mph unless otherwise posted. Speed limits are enforced using radar, especially in the housing areas. Individuals cited for a moving violation will receive a U.S. Violation Notice, requiring either the payment of fine or appearance in Magistrate Court. Additionally, Fort Lee Police have the option of issuing a Form 1408. On-post driving privileges can be suspended or even revoked if multiple violations are issued to a single driver over a given time. Use of handheld devices is prohibited while operating a vehicle on Fort Lee. Handsfree devices for cellphones are authorized. This ban includes text messaging. Visit the Fort Lee website (www.lee.army.mil) for more specific guidance. Additionally, the state of Virginia bans texting and driving. Violations are a primary offense, and drivers can be subjected to fines.

If sidewalks are unavailable, face traffic while traveling on roadway shoulders. Cross the street in designated crosswalks. The use of headphones and earphones while walking, jogging, skating or bicycling on or adjacent to roadways is prohibited. While using tracks on Fort Lee, reflective clothing is not required and headphones are permitted.

Motorcycle Requirements All personnel operating a motorcycle or moped on or off the installation will wear properly fastened Department of Transportation or SNELL Foundation approved motorcycle helmets with face shield or goggles. Suitable eye protection is defined as shatter-proof goggles or face shield attached to the helmet. They also must wear full-fingered gloves, long pants, long-sleeved shirt and leather boots or over-the-ankle shoes whenever they operate or ride a motorcycle, moped or scooter. The facility provides standard and extended stay rooms and temporary family suites to accommodate military families on permanent change of station orders, temporary orders and civilians on leisure. Pets also are allowed in the lodging facility with payment of a one-time nonrefundable fee of $75 for up to five days. If the visit extends beyond five days, there is a $7 charge for each day after for the pet. Hotel amenities include free Wi-Fi, and the Sustainer’s Pub.

Soldier Support Center, Building 3400, Room 101 1401 B Avenue Phone: (804) 734-3977 Website: https:// www.housing.army.mil Unaccompanied personnel in the grades of E-5 and below are normally housed in the installation’s barracks, buildings P-8401, P-8408 or P-8150. Geographical bachelor housing availability on the installation is granted on a case-by-case basis. Advanced individual training Soldiers must reside on the installation in their unit’s barracks. AIT students should not bring family members with them while stationed at Fort Lee. Housing for other military students varies depending on a student’s status. Most students are prohibited from bringing family members to Fort Lee. Questions regarding housing policies should be directed to the various schools’ cadre. Barracks 8401 and 8150 provide two-person rooms for grades E-1 through E-4, and single rooms for E-5s. Barracks 8408 consists of 32 modules that house 64 service members and each has his or her own bedroom and shares a bathroom and common area (kitchen). Each space includes a bed, mattress, nightstand, desk, lamp, chair, dining table, refrigerator, microwave and chest. No pets are allowed in the barracks.

Service members will process through HSO both on arrival to and departure from the installation. Furthermore, the HSO can assist PCSing service members who are looking for housing information at their new duty stations. Military members on permissive TDY for house hunting, in conjunction with PCS leave, must report to the HSO on the first day of PTDY and receive a housing stamp and date on the DA 31 Leave Form. If the leave form is not properly stamped and dated by housing, finance will charge regular annual leave instead of PTDY.

Police Administration Section The Police Administration Section provides customer service to the Fort Lee community and other agencies. Providing copies of police reports and background checks are examples of the services available. To receive a copy of a police report, individuals must request it in writing and allow time for processing. Request forms may be obtained from the police administrative section or on the PMO website. Customer service hours of operation are Monday - Wednesday and Friday, 8:30 a.m. - 4:30 p.m., and Thursday, 1-4:30 p.m. The office is closed 11:30 a.m. - 1 p.m. Weapons Registration In accordance with CASCOM Regulation 190-2, dated July 1, 2012, military personnel and their families who are assigned to or residing on Fort Lee must register all privately owned firearms within 72 hours of being brought onto the installation. Firearms that are to be legally and permanently stored off the installation are not required to be registered on Fort Lee. In addition, any firearms brought on the installation for more than 72 hours by guests or residents must be registered. Information on registration procedures or pre-registration of inbound weapons may be obtained by calling (804) 734-5058/4593 Monday - Friday, 7 a.m. - 4 p.m., or by visiting the Fort Lee Visitor’s Center, located at the Lee Avenue Gate.

Fire and Emergency Services Building 1530 – Station No. 2 520 A Avenue Phone: (804) 765-1272/1244 Station No. 1: (804) 734-7020 Station No. 3: (804) 734-6101 ALL EMERGENCIES: 911 The Fort Lee Fire and Emergency Services Division is assigned to the Directorate of Emergency Services. Its mission is to protect life and property by providing emergency fire protection, fire prevention, public education and emergency medical assistance to Fort Lee and the surrounding communities. The division operates out of three emergency response facilities: Station 1, in building 3620, houses the Fire Training and EMS Chief’s offices, the Fire Prevention Assistant Chief’s office and Fire Prevention Inspectors’ offices. Station 2, in building 1530, is the main fire station. It houses one engine company, one truck company, an advanced life support medic unit, the wild land firefighting apparatus, the Hazardous Materials Response Unit, the Technical Rescue Response Unit, and all reserve fire and medic apparatus This station also houses the Operations Assistant Chief, the Deputy Fire Chief and the Fire Chief as well as the administrative staff. Station 3, in building 9513, houses one engine company, an advanced life support medic unit and the Mass Casualty Response Unit. The Fire Administration and Fire Prevention branches are available Monday - Friday, 7 a.m. - 4:30 p.m. The operation branch is available 24 hours a day, 7 days a week. Fort Lee Guidebook • 11

Hazardous Weather Guide Fort Lee is susceptible to a variety of potential catastrophic weather events, such as tornadoes, hurricanes and heavy snow storms. As a force protection measure, the command encouraged a concerted effort among team Lee members for emergency preparedness. To assist with that goal, a hazardous weather guide was created and can be accessed at www. lee.army.mil/hazweather.

Emergency & Health Services

The Fort Lee Game Warden enforces laws and regulations affecting natural and environmental resources on the military reservation. Related functions include access control for archeological sites, managing special hunting seasons, operating check stations, and assisting in hunting safety classes and public information programs. The Game Warden also handles most of the stray pet capturing on post and acts as the installation animal control officer. The individual enforces Virginia laws, Army regulations and post policies related to game and domestic animals. The office of the game warden operates under the authority of the Fort Lee Provost Marshal.

Kenner Army Health Clinic proudly serves the Fort Lee community with primary health care for beneficiaries utilizing TRICARE Prime and enrolled to the clinic. A full array of outpatient primary health care services is provided for active duty military members, retirees and their families. Nearby military medical facilities and network civilian health care partners provide specialty care and in-patient hospitalization. Walter Reed National Military Medical Center, Bethesda, Maryland; Naval Medical Center Portsmouth; McDonald Army Health Center at Fort Eustis; and the Health Clinic at Langley Air Force Base are additional military medical facilities serving beneficiaries in the Central Virginia region. Emergency care is not provided at KAHC. If you believe you have a medical emergency, call 911 or go to the nearest emergency treatment facility. If you seek emergency care at another facility, coordinate all follow-up care with your primary care manager. Call the appointment line or go to www.TRICAREonline.com to make an appointment, and bring all documents from the emergency room visit with you. Appointments with specialists require a referral from your primary care manager. Referrals to urgent care are required. If an appointment is unavailable within your assigned clinic during regular duty hours, beneficiaries enrolled at Kenner must call their Primary Care Manager to receive a referral for urgent care. Outreach Services

The Family Child Care system oversees child care services offered by FCC providers in their homes both on and off post. Legal Services Garrison Support Army Volunteer Corps The AVC program provides assistance in the recruitment, training and recognition of installation volunteers and maintains a bank of volunteer positions and events on the installation and in the local community. Volunteers play an integral role in the lives of service members and their families. Their assistance and teamwork on the installation allows Fort Lee to provide broader quality services. Within ACS, volunteers serve as instructors for Army Family Team Building, prepare welcome packets and lending kits for Relocation Readiness, and help with special events for the Exceptional Family Member Program, Installation Volunteer Program, Family Advocacy and Survivor Outreach Services. The AVC is always looking to recruit new volunteers and help them achieve their individual goals through service to the community.

Empowerment – Domestic Violence Program

EFMP is a mandatory enrollment support program that works with other military and civilian agencies to provide coordinated medical, educational, housing, community support and personnel services to Soldiers who have family members with special needs. This program provides medical and educational advocacy, system navigation for on- and off-post services, resource library services, support groups, training sessions and recreational events.

Empowerment services include safety planning, assistance in obtaining protective orders, coordination of emergency services and accompanying clients to court proceedings and other appointments. The victim advocate provides immediate support and addresses the expressed interest and safety of domestic violence victims.

Employment Readiness Program The Employment Readiness Program provides support services that help customers make informed decisions while seeking work. This program offers information and referral for local career opportunities, education, training, transition and volunteer positions to give family members the competitive edge needed to secure employment. The ACS Resource Room currently contains eight computer work stations with access to the Internet for use in job assistance, on- and off-post job announcements, employment resource materials, education and scholarship information, training videos and resume templates.

Family Advocacy Program The mission of the Family Advocacy Program is to build healthy families, sustain strong communities and promote family readiness by providing comprehensive approaches to prevention, identification and intervention of child and spouse abuse in military families. A variety of classes are available upon request.

Survivor Outreach Services SOS represents the Army’s commitment to survivors of fallen military members. It provides survivors with benefits coordination, financial counseling and the long-term support counseling that is specific to the grief process. SOS also conducts outreach necessary to determine the diverse needs of all who are touched by the loss of a military member.


Community Garrison Support Army Emergency Relief Phone: (804)-734-7952/7954 AER offers emergency financial assistance to all Army personnel, active or retired, and their family members in the following categories: food, rent, required travel, utilities, essential car repairs, medical bills, funeral expenses and essential needs in the event that pay is lost or not received. Information, Referral and Follow-Up This program is designed to link active duty personnel, retirees, civilians and family members with other military and civilian support agencies by providing accurate information about these organizations.

This program facilitates and maintains a family assistance system to support units, military members and families throughout predeployment, deployment and postdeployment. The Mobilization and Deployment Readiness Program offers the Pillow Case Project. It is intended to enhance and strengthen memories between military members and family members during times of deployment or separation by offering a free pillowcase with a photograph of their loved ones.

The Relocation Readiness Program provides assistance to individuals and families in transition by maintaining current information on installations worldwide and operating a lending closet for temporary use of basic household items. This program also provides assistance with issues/ services such as housing, moving overseas, moving with pets, schools, pre-departure assistance, citizenship/ immigration, English as a second language classes, sponsorship training and services to multicultural families and support services to families who are living separately from the military and civilian sponsor because of mission requirements.

Sponsors must accompany dependents unless they have the correct power of attorney documents.

The Soldier for Life – Transition Assistance Program is a comprehensive career-transition service offering a wide range of assistance for retiring or separating Soldiers, DA Civilians (affected by a reduction in force action), and eligible family members. The types of support PAO provides to the community include media training, publicity of community/organizational events, press coverage of newsworthy activities, assistance with informational campaigns for Army observances and programs, social media and web content guidance, and crisis communication. The Command Information section oversees production of the installation’s weekly newspaper, the Traveller, which is distributed throughout post each Thursday. It also produces the annual Post Guide and Telephone Directory, and posts information on the digital sign at Sisisky Gate and the home page of the installation website. Community Relations functions as a liaison between Fort Lee and the surrounding communities. It coordinates requests for the Fort Lee Army Band, guest speakers, color guards and installation tours. Media Relations is the intermediary between the installation and local and national media. Since 1957, the Quartermaster Museum has preserved the history and heritage of the U.S. Army Quartermaster Corps, the Army’s oldest logistical branch. For more than two centuries, Quartermaster Soldiers have fed, clothed and equipped the U.S. Army. The museum’s main mission is to collect, preserve, exhibit and interpret the history of the Quartermaster Corps from its birth in 1775 to the present. To this end, the museum has collected more than 23,000 artifacts and has assembled thousands of documents relating to Quartermaster Corps history. The museum receives more than 70,000 visitors a year, including more than 17,000 Quartermaster Soldiers who receive history training. The College of Continuing and Professional Education provides a broad spectrum of specialized education and training for civilians and officers in logistics, operation research and acquisition, along with widely recognized training for government contract officers’ representatives.

The Logistics Noncommissioned Officer Academy has the mission to prepare staff sergeants and sergeants first class for their duties as senior noncommissioned officers in logistics formations throughout the Department of Defense and in support of Allied Nation Forces in the quartermaster, ordnance and transportation fields. The QMS serves as the focal point for the development of Quartermaster doctrine, training, leader development, organizations and materiel requirements needed throughout the force structure. QMS is a part of the U.S. Army Training and Doctrine Command, headquartered at Fort Eustis. Today, Ordnance Soldiers represent 33 military occupational specialties totaling more than 113,000 men and women serving on active duty or with the Army National Guard or Army Reserve. The Ordnance Branch is one of the oldest of the U.S. Army with duties and responsibilities of the profession dating back to the colonial era. 100 Years of Lee

The First Camp Lee Within weeks after the United States declared war on Germany in the spring of 1917, the War Department acquired a vast tract of farmland in Prince George County, Virginia (between Petersburg and Hopewell) for the purpose of building one of 32 military cantonments. Construction of Camp Lee began in June. By September, more than 1,500 buildings and over 15 miles of on-post roads had been completed. Soon, members of the 80th “Blue Ridge” Division – made up of troops from Pennsylvania, Virginia and West Virginia – began arriving for training. Before long, Camp Lee became one of the largest “cities” in Virginia. More than 60,000 doughboys trained here prior to their departure for the Western Front and fighting in France and Germany. Included among the many facilities here was a large camp hospital situated on 58 acres of land. One of the more trying times for the hospital staff was when the worldwide influenza epidemic reached Camp Lee in the fall of 1918. An estimated 10,000 Soldiers were stricken by flu. Nearly 700 of them died in the course of a couple of weeks. Camp Lee continued to function as an out-processing center throughout 1919-‘20 following the first world war. In 1921, the camp was formally closed and its buildings were torn down, all save one – the so-called “White House.” During the war, this two-story frame structure served as 80th Division Headquarters and as temporary residence for its Commander, Major General Adelbert Cronkhite. Years later it became known as the “Davis House” in honor of the family that lived there in the 1930s and 40s. Except for the Davis House (which is still in use today) and

a handful of overgrown military trenches, there are no other visible signs of all the training and other activities that took place here during World War I. During the interwar years, the property reverted to the Commonwealth of Virginia and was used mainly as a game preserve. The only evidence of persons in uniform was the Civilian Conservation Corps camp that opened at nearby Petersburg National Battlefield in the 1930’s-era Great Depression.

100 Years of Lee The Post-World War II Era

The Second Camp Lee With storm clouds again rising in Europe, Congress approved the call-up of nearly 300,000 Guardsmen and Reservists in late August 1940. In September, the U.S. government passed a Selective Service Act that allowed the drafting of up to 900,000 more men for a year. And in October, the War Department issued orders for the rebuilding of Camp Lee on the same site as before. Overnight, the area became a beehive of activity as thousands of civilian laborers swarmed into the Petersburg-Hopewell area and began building at a furious pace. Even before the first barracks were constructed, raw recruits for the Quartermaster Replacement Training Center moved into tents in the heart of Camp Lee to begin training. In October 1941 (two months before Pearl Harbor) the Quartermaster School moved from Philadelphia to Camp Lee to begin training officers and noncommissioned officers in the art of military supply and service. Over the course of the war, Camp Lee’s population continued to mushroom until it became, in effect, the third largest “city” in Virginia, after Norfolk and Richmond. More than 50,000 officers attended Quartermaster Officer Candidate School. Over 300,000 Quartermaster Soldiers trained here during the war. There was a Regional Hospital with scores of pavilions and literally miles of interlocking corridors capable of housing more than 2,000 patients at a time. Here too was located the Army Services Forces Training Center, the Quartermaster (Research and Development) Board, a large contingent of Women’s Army Corps Soldiers and, for a while, a prisoner of war camp and the Medical Replacement Training Center. Camp Lee enjoyed a reputation as one of the most effective and best-run military installations in the country. Following V-J Day in 1945 troop strength rapidly decreased, but Camp Lee continued to serve as the major Quartermaster field installation and as an out-processing center for those leaving the military.

Unlike the military infrastructure drawdown after World War I, there was no immediate decision to dismantle the second Camp Lee. The Quartermaster School continued operation and, in 1947, the Adjutant General’s School moved here as well (where it remained until 1951). The Women’s Army Corps likewise established its premier Training Center here from 1948 to 1954. Also in 1948, the first permanent brick and mortar structure – the Post Theater – was constructed. On April 15, 1950, the War Department reached the critical decision to keep Camp Lee as a permanent facility, and it was renamed Fort Lee. At nearly the same time, the Quartermaster School picked up the “supply by sky” mission from the Infantry School at Fort Benning and that led to the first airborne rigger training program at Fort Lee. Then, in June 1950, the war broke out in Korea. Once again, the installation quickly sprang to life as tens of thousands of Soldiers arrived between 1950 and 1953 to receive logistics training for what would later be called the “Forgotten War.” The 1950s and ‘60s witnessed almost nonstop modernization efforts as, one by one, Fort Lee’s temporary wooden barracks, training facilities and housing units gave way to permanent brick and cinderblock structures. New multi-storied barracks were built in the mid-‘50s, along with whole communities of Capehart housing for permanent party. The new three-story Quartermaster School Classroom Building, Mifflin Hall, was dedicated in May 1961. Kenner Army Hospital opened in 1962, replacing the remnants of the old WWII-era facility; and the privately-funded Quartermaster Museum opened its doors in 1963. Some years have seen far more change than others, but the overall process of modernization has continued ever since. The rapid logistics buildup in Vietnam after 1965 signaled an urgent need for many more Quartermaster Soldiers. Fort Lee responded by going into overdrive. For a time, the school maintained three shifts and round-the-clock training. A Quartermaster Officer Candidate School opened in 1966, for the first time since World War II. A mock Vietnamese “village” was created on post to familiarize trainees with guerrilla tactics and the conditions they could expect while fighting in the jungles of Southeast Asia. Part of the sixtiesera Quartermaster training program also saw the first widespread local use of automated data processing equipment.

100 Years of Lee Fort Lee at the Turn of the BRAC 2005 and the Future Century of Fort Lee As Vietnam – “America’s longest war” – wound down in the early- to mid-1970s, the Army went through a period of reorganization. It introduced new doctrine, weapons and equipment and unveiled new training and leader development techniques. In 1973, the Continental Army Command headquarters at Fort Monroe was replaced by the U.S. Army Training and Doctrine Command. Here at Fort Lee, the U.S. Army Logistics Center was created to serve as an “integrating organization” for the Quartermaster, Transportation, Ordnance, and Missile and Munitions centers and schools. All of the traditional combat service support branches were functioning here. There was a post reorganization and realignment in 1990. The Logistics Center, which heretofore had been a tenant activity, was redesignated the U.S. Army Combined Arms Support Command. Its senior officer would serve as the installation commander as well. Two historical forces in particular left their mark on the shape and direction of Fort Lee at the dawn of the 21st Century: first, the Army’s increased involvement in contingency type operations at home and abroad; and second, events surrounding the aftermath of 9/11, the 2001 terrorist attacks on the Pentagon and New York’s World Trade Center. Fort Lee has frequently been the site of tailored logistics training, immediate processing and rapid deployment of specialized logistics units and personnel – for operations such as Just Cause, Desert Storm, Restore Hope and many others. That process continues to the present with Operation Enduring Freedom (Afghanistan) and Operation New Dawn – the follow-up stability mission that began when the U.S. ended its Operation Iraqi Freedom combat mission in September 2010. Also in the wake of the 9/11 terrorist attacks, Fort Lee, like all other military installations across the country, has had to institute new policies and procedures to help protect against any future acts of terrorism. A new fence was erected to completely enclose the fort. The main gates no longer go unmanned. Protective barriers have been placed around key buildings. And now, all newly constructed facilities must abide by DOD and Homeland Security rules and regulations aimed at averting another 9/11 type disaster.

The long-term physical improvements that proceeded at a steady pace at Fort Lee over the last half century received a major boost when Congress passed Base Realignment and Closure legislation in 2005. The installation was given an important new mission – establish a Sustainment Center of Excellence that would serve as a focused training base for military supply, services, maintenance, munitions and transportation. The decision ignited a whole new building boom as the fort had to prepare for the arrival of the U.S. Army Ordnance Center and School from Aberdeen Proving Ground, Md., and the headquarters of the U.S. Army Transportation Center and School from Fort Eustis, Va. Also incoming was the Air Force and Navy Culinary Schools and the Defense Contract Management Agency. As a result of the combined BRAC construction projects completed in 2011, the installation has acquired 6.5 million square feet of new facilities. The average daily population has risen to more than 26,000 community members. About 70,000 troops are now being trained at Fort Lee each year. Already proud of its illustrious past, Fort Lee is looking forward to a brilliant future as the third largest training organization in the Army. About 35 percent of the force will pass through its schools each year, and its overarching mission is already being hailed as the “lifeblood of Army logistics.”
