A Friendly Reminder for Bulk Filers

As we prepare for the peak filing season, the Indiana Department of Revenue (DOR) would like to share some tips to ensure a smooth tax filing season.

Verify Your Account

Log in to your account and verify your username and password are still active. Your username and password are required to log in and upload your files. To recover your usernames and passwords follow the guidance below:

  • If you are using INTIME, go to INTIME.dor.in.gov and select "Forgot Password."
  • If you are using INtax*, go to intax.in.gov and select "Forgot Password."
  • To recover your SFTP bulk username or password, email Bulkfiler@dor.in.gov and DOR will send it to you via secure email.

1220 File Specifications

The 2021 version of the 1220 specifications can be utilized effective Jan. 3, 2022, which includes all amended submissions filed before after Jan. 3, 2022. 

NOTE: The 2020 version of the 1220 specifications should be utilized only until Jan. 2, 2021.

SFTP Encryption Requirements

As of Oct. 15, 2021, all SFTP files MUST be encrypted using PGP or GPG when sending to DOR’s secure SFTP  site. The steps in this process are as follows: 

  1. Create your own public/private key pair using PGP/GPG. 
  2. Request DOR’s public key from bulkfiler@dor.in.gov if you have not received it.
  3. Import  DOR’s key into your encryption software for your use. 
  4. Encrypt the data using only  DOR’s public key. 
  5. Upload the data to the secure SFTP site.

Information Regarding SEA 234: Withholding Tax Remittance 

You do not need take any additional action as a result of SEA 234. By continuing to submit encrypted withholding files electronically via Secure File Transfer Protocol (SFTP) or via INTIME to DOR, you acknowledge and agree to the following statement:

“A payroll service provider must certify and acknowledge that the bank account that is used by the payroll service provider for employer withholding tax deposits shall only be used for employer withholding tax liabilities and other payroll obligations of client employers that the payroll service provider is holding and is required to remit to the appropriate agency, employee of the employer, or other payee as authorized by the employer, and may not be used for any other purpose (other than using the account as a sweep account), including for the payment of operating expenses or personal use, and that a payroll service provider's withdrawal or use of funds in the account for any unauthorized purpose constitutes fraud.”

Acknowledgment emails are now sent from do_not_reply@dor.in.gov within two hours of the submission of a production file.

Check your email settings to ensure that emails from this address are not blocked or sent to your spam folder.

Changes to Invalid File Names

In December, DOR made a change to invalid file names that are uploaded to WinSCP. SFTP files that do not follow DOR’s standard file naming convention will no longer be processed.

If you do not receive an acknowledgment within three hours of your file submission, check your OUT folder located on WinSCP. If your file is sitting in your OUT folder, this means your file does not follow DOR’s file naming convention.

The file name will need to be corrected and resubmitted. For more information, refer to Page 8 of the Combined Bulk Upload Guide.
