Job Summary

The City of Bellevue, WA is currently accepting on-line applications for a full time Utilities Locator. A Utility Locator identifies, locates and marks the location of City owned subsurface utilities in a timely manner, including Water, Wastewater, and Surface Water infrastructure, to minimize accidental damage or disruption of service due to construction excavation activities.
Locators within Utilities are responsible for exercising expert onsite judgement, interpretation of occasionally incomplete mapping and as-built data, knowledge and use of locating software, coordination with multiple external agencies and private contractors to prevent damage to Bellevue’s system, operation of hand held locating equipment, drafting of redline map corrections, archive research, and responding to customer service requests. This position as a Locator will perform general duties as assigned with a primary task to act as a member of the Utility Locating group.  


Supervision:

  • Works under the general direction of the Storm & Surface Water Superintendent.

Essential Duties and Responsibilities

Performs duties and responsibilities commensurate with assigned functional area which may include any combination of the following tasks:

  • Accurately locate and mark water mains, valves, and services.
  • Accurately locate and mark wastewater mains and side sewers.
  • Accurately locate and mark all publicly owned surface water infrastructure.
  • Establish and maintain cooperative working relationships with other utility locators, engineers, planners, inspectors, and contractors.
  • Utilize “Irthnet” cloud computing software to receive, track, and provide return notifications of locate requests.
  • Knowledgeable and proficient with electronic locating equipment tools such as radio frequency locating receivers and metal detectors.
  • Respond to customer requests.
  • Perform redline edits to update inaccuracies on Utility grid maps.
  • Work as a team member within the locate group to assure success for all.
  • Respond to Emergency Locate requests.
  • Avoid unnecessary responses to requests due to knowledge of past locates and construction activities in area of responsibility.

Qualifications

Knowledge, Skills and Abilities

  • The physical layout and features of City streets, utilities systems, and other physical systems pertinent to the City's Utility infrastructure. 
  • Various Federal, State, and City guidelines that are applicable to the work done in the assigned division. 
  • Self-manage daily locate workload; organize and prioritize work; be aware of due dates and deadlines for locates and manage workload accordingly. 
  • Ability to properly set up and maintain proper Traffic Control Devices to safely complete work.
  • Basic engineering and construction terminology, practices and procedures.
  • Knowledge of Utility Codes and Engineering Standards
  • Ability to build and maintain positive working relationships with Engineers, Inspectors, Planners, Contractors and other City staff.
  • Ability to interpret asbuilt drawings, construction plans and drawings, and any additional information available to accurately locate the systems.
  • Excellent verbal and written skills.
  • Ability to work as a close team member to other locators in the work group.
  • Ability to work independently with little supervision.
  • Skilled in the use of various electronic locating devices.
  • Knowledgeable concerning the hazards of excavating underground utilities.
  • Basic mathematical principles.
  • Knowledge of how to fill out and file DIRT reports for breaks and violations.
  • Knowledge of Washington’s Underground Facility Law RCW 19.122 and any changes which occur.
Education and Experience
  • Possession of, or ability to maintain, a flagging card within 6-months of hire.
  • Must have a valid Washington driver’s license by date of hire. Must have and maintain a good driving record according to Department standards. Proof required at time of interview. Applicants will be disqualified under the following circumstances: 
* Violation - more than two moving violations in the preceding three years; reckless driving violation within the preceding three years; DUI within the preceding three years.
* Accidents - more than one motor vehicle accident within the preceding three years for which the applicant received a traffic or criminal citation and was convicted, forfeited bail, or entered a plea of “guilty” or “nolo condendere”.

  • Minimum of two years’ experience in maintenance and repair of underground utilities involving some responsibility for reading and interpreting project plans, blueprints, quarter section and plat maps, or related materials.

  • Ability to negotiate rough terrain and lift up to 60 pounds.
  • Ability to walk long distances each day, entering and exiting a vehicle multiple times each hour.

Paydays - The City of Bellevue pays employees on the 8th and the 23rd of each month (24 pay periods per year).

Please note that the City does not participate in the Social Security Administration (SSA) program, and employees do not earn social security credits. The mandatory DRS retirement pension plan provides the required social security replacement plan. Any social security benefits earned at other places of employment may be reduced because they are subject to the Windfall Elimination Provision or the Government Pension Offset.
