PRE-BID CONFERENCE FOR <strong>IT</strong> EQUIPMENT<br />

How to submit the bids<br />

Nyein Pa Pa (Access Spectrum Co.,Ltd), Chaw ChawMyint, TheingiSoe (MRS<br />

Computer), WahWah Maw (C.T.T Co.,Ltd), Thin Tin Soe, Lwin Htoo Aung (KMD<br />

Co.,Ltd), Ko Zaw Win Pe, DawMyintMyintOo (HlaingHlaing Phyo Co.,Ltd), Thaw Zin<br />

Lin Htun, Pa Htaung (Concordia Int’l Co.,Ltd).<br />

As per the Sub-Clause 23.1, 23.2 and 23.3 of the Invitation To <strong>Bid</strong> (<strong>IT</strong>B) “Submission, sealing and Marking<br />

of <strong>Bid</strong>s”, all bidding documents have to be sent electronically to bidsmmoc@unops.org or by courier or<br />

by hand to the receptionist under a sealed envelope.<br />

Sealed envelope must state the <strong>IT</strong>B number (MYA/11/MMOC/PR/<strong>IT</strong>B-OICB/0005), the bidder name and<br />

Address and bear a warning: Not to be opened by “registry”.<br />

Detailed information is provided in the Sub-article mentioned above.<br />

Amendment II<br />

“Amendment II” will be uploaded on the <strong>UNOPS</strong> intranet and also be sent out to all the suppliers<br />

registered for this bid.<br />

Explanation of forms to be used<br />

The bidders will have to complete the form present in the section II “<strong>Bid</strong>ding Forms”<br />

- Form No.1: <strong>Bid</strong>/No bid confirmation form<br />

- Form No.2: Check-List Form<br />

- Form No.3: Joint venture partner information form<br />

- Form No.4: <strong>Bid</strong> submission form<br />

- Form No.5: Price Schedule form<br />

- Form No.7: Performance Statement Form<br />

As mentioned in the <strong>Bid</strong> document, the Form No.6 <strong>Bid</strong> Security (Bank Guarantee) Form is not required<br />

As state in the Sub-Clause 38.3, Point B of the Invitation To <strong>Bid</strong> (<strong>IT</strong>B) “Experience” the form No.7<br />

“Performance Statement Form” will be required in the bid document and insert in the Amendment II.<br />

All the forms required above must but be fully completed using English language<br />

and signed.<br />

<strong>Bid</strong>/No <strong>Bid</strong> Confirmation Form<br />

The bidder shall submit this from separately to procurementmmoc@unops.org before the<br />

deadline for submission<br />

Check-List Form<br />

It is a form which helps the bidder to check if he/she has completed all the forms and also<br />

<strong>UNOPS</strong> to find out if all the necessary bidding documents are provided or if any documents are<br />

missing. This form should be well completed and submitted along with the bid<br />

This form will be updated in the Amendment II Joint Venture Partner Information Form<br />

This form shall be submitted only if applicable<br />

<strong>Bid</strong> Submission Form<br />

It is one of the most significant forms which should be properly and fully filled in with careful<br />

attention and without any alteration or substitution. This form should be Dated and Signed. Any<br />

alteration or incomplete completion shall be subject to the reject of the bid.<br />

Price Schedule Form<br />

The bidder should mention the price in line with goods specified by <strong>UNOPS</strong>. It is also one of the<br />

most important forms and therefore need to be properly completed.<br />

Questions & Answers<br />

Q1: Regarding the financial statement, can we provide <strong>UNOPS</strong> with our own created form?<br />

A1: The bidder can use self-created form like Financial Audit report, Annual Financial report<br />

Q2: How should we use the performance statement form and fill in the previous experience?<br />

A2: Performance statement form should be used to describe the past 3 years’ experience regarding<br />

the supply of similar goods. This form must be signed and submitted with the bid.<br />

Q3: Do we need to provide the banking information? What if we don’t have bank account?<br />

A3: The bidder shall provide banking information. However, if the bidder doesn’t have bank<br />

account, he should reflect this in the bid submitted..<br />

Q4: We cannot know about the shipping information. Do we have to complete that information in<br />

the bidding document?<br />

A4: It will be preferable to indicate this information in the bid document in order to allow us to<br />

estimate the cost of transportation of the good to the different distribution point. However, if<br />

the supplier cannot fulfill this part at the time of bidding, that information must be provided by<br />

the successful bidder(s) after awarding the contract and before shipping of the goods.<br />

Q5: Can we submit the alternative bids (different brands) which are in line with the specifications?<br />

A5: As per the clause 13 of the Invitation To <strong>Bid</strong> (<strong>IT</strong>B) “Alternative bids”, alternative will be accepted<br />

for different Model(s), Brand(s) or range of product(s) complying to the specifications<br />

Alternative offer must be placed in the same envelop together with the Original <strong>Bid</strong>. The<br />

alternative bid must bear “ALTERNATIVE BID”. If the bidders submit alternative bids, they should<br />

be accompanied with separate bid submission form, price schedule form and technical<br />

compliance sheet.<br />

Q6: What is the payment system of <strong>UNOPS</strong>?<br />

A6: As per the clause GCC 35 of the Section V “Special Conditions of Contract” Payment shall be<br />

made within 30 days after reception based on the proof of delivery and acceptance. <strong>UNOPS</strong> will<br />

transfer the money to the successful bidder’s company(ies) account according to the banking<br />

information provided by the bidder. If the bidder cannot provide the banking information at the<br />

time of bidding, payment will be made in cheque.<br />

Q7: Where do we have to provide the after sales services; in Yangon area or other site areas?<br />

A7: Since the delivery place of the goods is in Yangon so that on-site service provision need to be<br />

delivered in Yangon area.<br />

Q8: How will <strong>UNOPS</strong> evaluate if the quoted price is the same for the same specifications and<br />

brand?<br />

A8: The evaluation team will also look into the responsiveness of the bidders as against various<br />

terms and conditions stipulated in the bid document.<br />

Q9: If the parts are not available to be replaced in Yangon area /Myanmar during the warranty<br />

period, is it acceptable to transfer the goods to over-sea factory?<br />

A9: How the repair is done is up to supplier. For delays of more than 7 days in repair for any reason<br />

the supplier has to provide another equipment for temporary use.<br />

Clarification of specification<br />

Q.10: For every laptop/desktop, supplier must be provide windows 7 Professional, SP1, 32-bit<br />

English by Genuine Windows (integrated from laptop manufacturer) or separate windows 7<br />

DVD package?<br />

A.10: Supplier can provide any options.<br />

Q.11: For laptop computer type A + B and desktop computer type B, CPU requirement is “Intel Core<br />

i5, 2.66 GHz Processer”. Now, the Second-generation (new model) are manufacturing with<br />

Intel Core i5, 2.60 GHz Processer”. This Processer has higher performance than the first<br />

generation. Is it possible to provide processer with only 2.60 GHz (second generation)?<br />

A.11: Supplier can provide “Second Generation of Intel Core i5, 2.60 GHz Processer” for laptop<br />

computer type A + B and desktop computer type B. We will insert this modification in the<br />

Amendment II.<br />

Q.12: What is “lnternalBacklite Keyboard with Dual Pointing Option?<br />

A.12: “lnternalBacklite Keyboard with Dual Pointing Option” include pointing stick and touch pad. By<br />

offering both a touch pad and pointing stick, end users have the flexibility to use.<br />

Q.13: For laptop computer type C, can supplier provide “Mobile Intel QM67 Express Chipset” instead<br />

of “Mobile Intel QM57 Express Chipset”.<br />

A.13: “Mobile Intel QM67 Express Chipset” is a category higher than the minimum requirement, so<br />

supplier can provide it.<br />

Q.14: Photo copier type A and B are Color or Black & white?<br />

A. 14: Both are Black & White copiers<br />

Q.15: Can supplier provide Portable LAN interface for Small Multi-function Machine and<br />

Photocopier type A +B?<br />

A.15: Supplier must not provide potable LAN interface for Small Multi-function Machine and<br />

Photocopier type A +B? All LAN interface must be build-in interface.<br />
