hide names from a specific role does not work

Within a Moodle quiz in Moodle 3.5.3, we have set it so that the "lecturer" cannot see names when marking and yet when logged in as a lecturer, they are still clearly visible. We have also tried to also prohibit the lecturer role and this also has no impact. My Senior Online Course Developers have been looking at this and they are the ones who have instructed me to report it to Moodle Tracker.
