app store keeps asking for password

I updated to ios 11.2.5 on my ipad. In restrictions i have Require Password turned off for Free Downloads. I am unable to download free apps because it keeps asking me for a password. I enter password which I know is correct since i sign off and signed in to the app store using it. It acts like it is downloading but enter password comes up no matter how often you enter your password it keeps popping up over & over.

What steps do i need to do to correct this.

thanks

Well I found this and it worked:

To turn back on, press and hold the on/off button until the Apple logo appears. Settings > iTunes & App Store > Your Apple ID > Sign Out. Restart your device, then Settings>iTunes & App Store>Sign in and then try again. Tap Settings > Wi-Fi and turn Wi-Fi off and then on again. Finally after 3 hours of searching the internet. Nothing here in Apple Support no help!
