THE "NEW" ROCKSTAR SOCIAL CLUB LAUNCHER IS THE MAIN PROBLEM HERE!!!!!
You cant connect to the multiplayer even when u can access the GTA IV offline/single player mode.
The problem is the Rockstar servers! Simple like that!
We cant do anything until they fix their OWN problems!
Maybe the GTA IV pc servers are down, cause u can enter the Rockstar Social Club from LA Noire and Max Payne 3, for example (all PC games, of course)...
Navigate to:
Local Disk (C:) > Program Files (x86) > Steam > Steam Apps > common > Grand Theft Auto IV > GTAIV
Once there, find a file called paul.dll and rename it to paul.dll.disabled
Restart the game and it should load.
By the way, I've just bought the game in the Steam Sale and am running Win 8.1 64bit
